What an Odoo implementation costs in Oman
The published starting points first, then the honest part: what actually moves the number in this market, taken from our own Oman localization notes rather than a general answer about ERP projects.
The starting points we publish
The same figures as our pricing page, and they are starting points rather than quotes. Scope decides the number: the modules you switch on, the users you train, the systems Odoo has to talk to, and how much of the Oman list further down is configuration rather than a build.

Read the tiers as scope brackets, not as country prices. Nothing on this page charges more for Oman because it is Oman. What changes between markets is how much of the work below is a build, and that is what decides where you land inside a bracket, or outside it.
Timelines we publish: Single-module Starter projects run 3-4 weeks. Multi-module Growth projects run 8-12 weeks. Enterprise multi-country rollouts run 4-9 months with phased go-lives.
Fixed price or time and materials: Yes. For well-scoped implementations we deliver fixed-price with milestones. For discovery-phase work or ongoing customization we offer transparent T&M.
What drives the number in Oman
Everything below comes from our own Oman research file. The counts are the short version: how many things a rollout here has to reach, and what each one takes to reach from Odoo.
Fawtara (ููุชุฑุฉ), the Oman Tax Authority e-invoicing system
Authority: Oman Tax Authority (OTA)
In a market with a live scheme this is the biggest single variable on a quote. What follows is what our Oman notes actually say, and what each of those things costs to build and test.
Documents move through a network or an intermediary rather than a portal you log into, so there is a party to contract, onboard and test with before any Odoo work is proven end to end. Book calendar time for that, not only build time.
Exchange over Peppol. The OTA was approved as a Peppol Authority on 7 January 2026 and publishes an Oman SMP API specification, so invoices move through an accredited service provider rather than being posted to the tax authority directly.
The format is fixed down to field level, so the work is a mapping sheet rather than a template edit. Every field is a decision about where that data lives in Odoo today and who keeps it right afterwards.
Structured XML invoices built to the PINT OM specification. Three documents are published: PINT OM Billing, PINT OM Self-Billing, and the Oman Tax Data Document (TDD) used to report invoice data to the OTA. Paper invoices, PDFs and emailed images stop counting as tax invoices once the obligation applies.
What pushes a quote in Oman up
Each item is a real work package with its own tests and its own handover. The quoted lines are printed from our Oman file as checked, not summarised.
6 payment rails have no Odoo connector we would put in production
Each one is an API build with its own tests: authorization, capture, refund and a deliberate failure in sandbox, repeated once in production with a small live amount, then settlement mapped to the ledger so the bank reconciliation clears. Price them one at a time. This is where a checkout budget doubles quietly.
- Maal card. Maal is Oman's own national payment card, launched by the Central Bank of Oman in November 2025 and operated through the OmanNet switch, with no issuance or annual fee for cardholders. Omani banks began issuing it after the launch, so new cards in circulation will carry it.
- Amwal Pay. Amwal Pay is an Omani payments infrastructure provider aligned with Central Bank of Oman guidelines, offering hosted checkout, payment links and a merchant app. It publishes plugins for WooCommerce, Shopify and Magento but not for Odoo, so a connector has to be written.
- Bank Muscat e-commerce payment gateway. Bank Muscat is the largest card acquirer in Oman and sells an e-commerce gateway to its merchant customers, processing through CCAvenue. Larger Omani merchants often already bank here and want the acquiring kept with them.
- pay+. pay+ is the mobile wallet from Ooredoo and National Bank of Oman, used for bill payments, transfers and paying at merchants by mobile number. It matters for the customers who do not hold a card.
4 payment rails need a paid connector
The connector licence sits outside our fee and is quoted separately by whoever sells it. Our side is configuration, the four-test cycle per provider, and the reconciliation mapping. Budget for keeping each one current across Odoo upgrades, because a connector that stops at your next version is a cost you meet later.
4 carriers have no Odoo connector
Rating, label printing, tracking and cash on delivery reconciliation are four separate pieces of work with four separate failure modes, and we quote them separately. Carrier test credentials rarely carry your negotiated rates, so the account and the rate card get validated before the connector is written.
- Asyad Express. Asyad Express is the state owned express arm that Oman Post operates under, with 11 last mile centres and door to door delivery across Oman in 24 to 72 hours, plus cash on delivery and returns. It is the default domestic carrier for an Omani online store.
- Oman Post. Oman Post handles registered mail, parcels up to 30 kg and domestic express, and runs the Matjar and Matjar+ cross border shopping service that gives Omani buyers a US address. Small sellers and document shippers still use it for the cheap tier.
- iMile. iMile runs an Oman locale site and specialises in e-commerce last mile with cash on delivery collection and tracking. It is the type of carrier used when COD reconciliation matters more than transit time.
- Posta Plus. Posta Plus operates across the GCC including Oman, with cash on delivery, GCC warehousing and consolidated cross border delivery. It suits merchants shipping one catalogue into several Gulf states.
3 carriers sit behind a paid connector
Cheaper than a build and not free. The licence is quoted separately, and our work is the account setup, the rate check against your contract, and the label and tracking test on real shipments.
Cash on delivery is in the flow
Cash on delivery touches the order, the stock move and the cash reconciliation at once. The courier holds your money for days and remits in batches, so someone has to match remittances back to orders and chase the gaps. That is a reporting and reconciliation build, not a checkbox, and it needs an owner in finance before go-live.
Payroll is built here, not switched on
No payroll localization module appears in our Oman module list, so every contribution, ceiling, deduction and statutory file becomes a salary rule, a bank file or a report that we write and test. Add at least one parallel run against your current system, reconciled line by line, before anyone switches.
- Payroll. There is no Odoo payroll localization for Oman. The only GCC payroll localizations Odoo ships are the United Arab Emirates and Saudi Arabia. Social Protection Fund contribution rules and Article 61 end of service gratuity both need building.
- WPS Salary Information File generation. A search of the Odoo apps store for Oman payroll returns zero apps, and the WPS and SIF modules on the store target Saudi Arabia, the UAE and Qatar. Oman needs a custom generator against the employer's bank layout.
4 items Odoo does not cover for Oman
This is the honest part of a quote. Each line below is scoped, priced and agreed as a build before the project starts, rather than discovered halfway through and raised as a change request.
- Fawtara e-invoicing. Odoo 19 has nothing for it. The Oman localization documentation makes no mention of e-invoicing, Odoo's Peppol access point service covers European countries plus Turkey and includes no GCC country, and a search of the Odoo apps store for Oman e-invoicing returns zero apps. PINT OM generation, the Tax Data Document, SMP connectivity and accredited service provider integration are all a build.
- Omanisation quota tracking and the annual workforce localisation plan filed with the Ministry of Labour.
- Withholding tax at 10% on payments to non-resident suppliers, including the 14-day remittance cycle. l10n_om does not model it.
- Personal income tax withholding ahead of the 1 January 2028 start.
15 statutory items to configure, test and hand over
Tax, accounting and payroll items on our own Oman list. Each one becomes a configuration, a test document and a number your accountant checks independently before sign-off. Individually cheap, collectively the reason a localization is a work package rather than a setting.
Documents in more than one language
A second language on printed documents is not a translation pass at the end. Account names, product names, report layouts and every customer-facing template carry it, and someone on your side has to own the wording. Budget review time from a native speaker, and expect the layout work to be re-checked after it.
- Arabic as a secondary language on invoices, credit notes, debit notes, vendor bills and refund bills, via l10n_gcc_invoice
24 open questions in our own Oman notes
Where our research did not reach a primary source, we mark it open rather than pricing a guess. Those questions get closed in discovery against your entity, your documents and your advisor, which is exactly why a fixed price comes after discovery and not before it.
What holds a quote in Oman down
The other half of an honest answer. Where Odoo already covers this market, the work is configuration and proof, and that is the cheapest kind of day on any project.
3 official Odoo modules cover part of this market
Configuration and testing, not development. Anything on this list is install, configure and verify work that sits inside the tier price rather than beside it.
What you get without a build
Printed as checked. Where a requirement is met by something below, the work is proving it against your documents, not writing it.
- Chart of accounts based on Omani practice, with account groups and default account mappings
- VAT taxes: standard 5%, zero-rated domestic, exports, exempt, imports and reverse charge
- Fiscal positions that adjust tax automatically based on whether the customer or vendor is registered
- A tax report laid out to match the Oman VAT return
- Omani governorates loaded as res.country.state records
- Arabic as a secondary language on invoices, credit notes, debit notes, vendor bills and refund bills, via l10n_gcc_invoice
6 payment providers ship with Odoo
Configured before anyone buys anything. Starting from what already ships is the cheapest checkout you can have, and it keeps the number of things that break after an upgrade down.
3 carriers ship with Odoo
Rating, labels and tracking without a connector purchase or an API build. If your volume can move to one of these, that is a real saving on build and on support.
2 items have a community module
Install and test rather than build, then budget a little for keeping it current across upgrades. Cheaper than a build, and not free.
No live authority integration to build here, on this evidence
Where documents are exchanged or filed rather than cleared in the moment, e-invoicing is a format and archive job instead of a live integration, which is the cheaper end of this work. It also moves. Schemes get mandated with lead time, so we get the invoice data right now rather than retrofitting it under a deadline later.
- Nothing is mandatory yet. As of 22 August 2026 the OTA is running a voluntary pilot with about 100 selected large VAT-registered companies, and Decision 189/2026 (issued 9 August 2026) fixes the binding dates at 1 April 2027 and 1 October 2027.
- VAT-registered taxable persons. Decision 189/2026 obliges those with annual supplies above OMR 5 million from 1 April 2027, and those at or below OMR 5 million from 1 October 2027. Before those dates participation is voluntary and in practice limited to the OTA's invited pilot group of about 100 large taxpayers.
Checked Localization notes quoted on this page checked on 22 August 2026.
Prices on this page are indicative starting points for a scope, not an offer, and they do not include any third-party licence, connector or subscription you buy directly. Rules, formats and provider coverage change, so we confirm scope against the rules in force at build time before a fixed price is signed. See pricing and our Odoo localization service.
What gets underestimated on a budget for Oman
Not the build. Almost never the build. In Oman the lines that turn a good number into a bad one are the ones above: whichever of them is a build rather than configuration, plus your own team's hours on master data and sign-off. Those are cheap to plan and expensive to discover.
- 1 Your teamโs hours, not ours. The days we quote are ours. The days that decide the outcome are yours: cleaning master data, agreeing the chart of accounts, testing, and deciding. Name one person who can decide, and protect their calendar.
- 2 Data migration is an agreement problem. Opening balances, open invoices, stock counts and the item master. Pulling the data is the easy half. Agreeing which version of it is true takes longer, because the old system carries duplicates and wrong costs that nobody has owned for years.
The full list of what gets underestimated, and what we need to quote it — the same in every market, so it is written up once.
