Odoo localization in Pakistan
A Pakistan deployment is not a stock Odoo install with the currency swapped. Tax handling, invoice layout, payroll rules, and the reports your accountant actually files all have to line up before go-live. These are the Pakistan items we configure and test as part of the build:
- โ FBR Finance Act 2024 tax slabs
- โ EOBI + Provident Fund + SESSI
- โ FBR POS real-time integration
- โ GST + Provincial Sales Tax (SRB, PRA, KPRA)
- โ Urdu + English bilingual
Checked Localization notes on this page checked on 22 August 2026.
Rates, filing formats, thresholds, and submission windows change. We configure against the rules in force at build time and confirm every figure with your accountant or tax advisor before sign-off. If a rule moves after go-live, it is a support ticket, not a rebuild. Read more on our Odoo localization service.
E-invoicing in Pakistan
The scheme, who it binds, and what it makes your system do.
FBR Digital Invoicing (electronic sales tax invoicing under section 23 of the Sales Tax Act 1990, Chapter XIV of the Sales Tax Rules 2006)
Authority: Federal Board of Revenue (FBR), Inland Revenue. Integration runs through PRAL (Pakistan Revenue Automation Pvt Ltd) or an FBR licensed integrator.
Live and in force for every sales tax registered person. SRO 1413(I)/2025 of 1 August 2025 brought all registered persons into scope on a phased calendar that ran out during 2025, and FBR's Sales Tax General Order 01 of 2026, dated 30 March 2026, restates the obligation as applying to all sales tax registered persons.
- Clearance model, not post-audit reporting. Invoice data goes to FBR's Computerized System in real time and the system returns a unique FBR invoice number before the invoice is issued to the buyer.
- JSON payload posted to the FBR / PRAL digital invoicing web API. There is no XML format in this scheme.
Tax in Pakistan
What the tax configuration has to get right before go-live.
-
Federal sales tax on goods is 18%, set by section 3(1) of the Sales Tax Act 1990. Reduced rates and zero rating apply to specified goods.
-
Services are not federal. Each province, plus Islamabad Capital Territory and Azad Jammu and Kashmir, levies its own sales tax on services within its jurisdiction, at rates in the 15% to 16% band. A seller operating across provinces needs a separate registration, rate set and return per authority, which is the single most common reason a stock Odoo tax setup fails here.
-
Monthly sales tax return cycle: Annexure C by the 10th, payment by the 15th, and the return e-filed by the 18th of the month following the tax period.
-
Manufacturers file an annual sales tax return in addition to the monthly one, due 30 September following the financial year. CNG taxpayers file quarterly.
-
Section 153 of the Income Tax Ordinance 2001 makes prescribed persons withhold tax on payments for supplies, services and contracts. Rates for payees not on the Active Taxpayers List are double the ATL rate, so the ERP has to carry ATL status per vendor and pick the rate pair from it.
-
Withholding on IT and IT-enabled services under section 153(1)(b) is 4% for ATL and 8% for non-ATL, per FBR's withholding rate card updated to 30 June 2025 under the Finance Act 2025.
Payroll in Pakistan
What payroll has to calculate, withhold, and file.
-
EOBI old-age benefits contribution is 5% from the employer and 1% from the employee, calculated on the federal minimum wage rather than on actual salary. That fixed base is the detail most generic payroll builds get wrong.
Unconfirmed
-
Employers with six or more workers must register with the provincial social security institution for the province the employee works in, PESSI in Punjab and SESSI in Sindh. The contribution is employer only.
Unconfirmed
-
Salary tax withheld by the employer is deposited with FBR within seven days, and a withholding statement is filed quarterly by the 20th after quarter end. The tax year ends 30 June, and annual salary certificates follow it.
Unconfirmed
-
Odoo has no payroll localization for Pakistan. The Odoo 19 payroll localization list covers Australia, Belgium, Egypt, Hong Kong, India, Jordan, Kenya, Mexico, Saudi Arabia, Turkiye, the UAE and the United States. Pakistan is not on it, so EOBI, provincial social security and the salary tax slabs are a build.
Accounting in Pakistan
The reporting framework your books sit inside.
-
Sales tax records and documents must be retained six years after the end of the tax period to which they relate, under section 24 of the Sales Tax Act 1990. FBR's own summary page still says five years and is out of date against the Act.
-
There is no SAF-T style audit file. The closest thing is Annexure C of the monthly sales tax return, which is now auto-populated from the electronic invoices cleared through the integrated system, so the invoice data model and the return draw on the same data.
-
Financial statement disclosure is driven by the schedules to the Companies Act 2017, administered by SECP: the Fourth Schedule for listed companies and the Fifth Schedule for non-listed companies, with the applicable reporting framework per class of company set in the Third Schedule. SECP amends these by SRO, so the disclosure set moves.
Unconfirmed
-
There is no statutory national chart of accounts. Odoo's Pakistan localization ships a basic chart, taxes, a tax report and a withholding tax report, and companies extend it themselves.

Payment gateways in Pakistan
The providers a checkout in Pakistan actually needs, and how each one reaches Odoo.
Most Pakistani online orders are still paid in cash at the door, so the checkout has to place the order without taking money and the courier remits the cash back later. Odoo 19 covers this with its built in Cash on Delivery and Pay on Site setup, but COD surcharges and OTP confirmation need an apps store add on.
JazzCash is one of the two wallets most Pakistani shoppers already have on their phone, so leaving it off checkout loses orders. Odoo ships no connector for it, so you buy the Expert IT Solutions module for Odoo 19 that routes JazzCash through the Alfa Payment Gateway redirect.
Easypaisa is the other wallet Pakistani buyers expect to see next to JazzCash at checkout. A search of the Odoo apps store returns no Easypaisa connector at any version, so accepting it inside Odoo means building against the Easypaisa merchant API.
Raast is the State Bank of Pakistan instant rail, and its person to merchant scheme covers QR, online checkout and request to pay with real time settlement straight to the merchant. No Odoo module exposes Raast directly, so you either reach it through a local PSP that has enabled it or build against a bank API.
PayPak is Pakistan's own card scheme, run by 1LINK, and a large number of locally issued debit cards carry it instead of Visa or Mastercard. Nothing in Odoo speaks to PayPak on its own, so whether a PayPak card works at your checkout depends entirely on which local acquirer you connect.
Safepay is a State Bank regulated Pakistani gateway with a clean checkout that a lot of direct to consumer brands use. MountSol sells an Odoo 19 connector for it on the apps store under the technical name ms_safepay_payment.
GoPayFast is the Pakistani PayFast and was the first local gateway to go live with Raast person to merchant. Be careful on the apps store: almost every module named PayFast there is the unrelated South African company, and the one genuine GoPayFast module is published for Odoo 18, so budget a port to 19.
Bank Alfalah's gateway is a common acquiring choice for Pakistani merchants and takes cards, the Alfa wallet and Bank Alfalah accounts. The Expert IT Solutions module for Odoo 19 wires it up and carries JazzCash in the same redirect with no extra setup.
PayPro is a Pakistani aggregator merchants use to collect across banks and wallets with automatic reconciliation. The apps store module by EBITDA Solutions targets Odoo 18, so plan a version bump before quoting it for a 19 project.
Bank to bank transfer over the 1LINK switch is how most larger Pakistani B2B invoices actually get settled, well away from any card. Odoo 19's built in wire transfer provider shows your account details at checkout and you match the credit off in Accounting.
Keenu is a Pakistani payments brand merchants meet mostly at the counter rather than online. The only Odoo 19 module on the store is Odolution's Keenu payment terminal integration, which drives a card terminal from Point of Sale and does not give you a website checkout.
Odoo 19 ships a Stripe connector, but Stripe's own country list does not include Pakistan, so a Pakistan registered business cannot open an account and switch it on. Any Pakistani project that assumed Stripe needs replanning around Safepay or Bank Alfalah.
Odoo 19 ships a PayPal connector, but PayPal does not operate in Pakistan, so Pakistani merchants cannot open an account to receive into. Sellers with overseas buyers usually work around this with Payoneer rather than a PayPal button.
Shipping and couriers in Pakistan
The carriers that move volume here, and what it takes to rate, label, and track them from Odoo.
PostEx is built around cash on delivery ecommerce in Pakistan and advances the cash back to merchants, which is why online sellers pick it over a traditional courier. Odolution sells a PostEx API connector for Odoo 19 on the apps store.
TCS is the courier name Pakistani customers recognise on a tracking page, and it covers domestic parcels plus outbound international. Odolution publishes a TCS Courier module for Odoo 19 that handles the booking side from the delivery order.
Leopards has one of the widest domestic pickup and delivery footprints in Pakistan and handles cash on delivery for online sellers. There is an Odoo 19 module on the apps store with auto booking, label printing and tracking.
M&P is the usual choice for heavier or bulkier Pakistani parcels and for merchants who want a cheaper alternative to TCS. No Odoo connector exists on the apps store at any version, so booking stays manual unless you build against their API.
E-commerce focused warehousing and last mile in Pakistan with cash on delivery settlement. trax.pk now redirects to slgtrax.com, so the business has moved under the SLG brand: confirm the contracting entity before integrating.
Daewoo moves parcels along its intercity coach network and is common for city to city shipments inside Pakistan. It is one of the five couriers covered by the Multi Courier CN module for Odoo 19, which prints and cancels consignment notes from the sale order.
ZoomCOD is a Pakistani delivery service built specifically around cash on delivery orders. The same Multi Courier CN module for Odoo 19 generates and cancels its consignment notes without leaving the sale order.
Pakistan Post reaches rural and remote addresses that the private couriers either skip or surcharge heavily. A search of the apps store returns nothing for Pakistan Post, so any Odoo integration is a custom build.
Bykea does same day intracity delivery on motorcycles in Karachi, Lahore and Islamabad, which suits food, pharmacy and quick commerce sellers. There is no Odoo connector, so orders go out through Bykea's own merchant tools or a custom build.
DHL Express is the default for Pakistani exporters sending documents and samples abroad. Odoo 19 ships the DHL Express connector, and you set your region and DHL product on the delivery method once your DHL developer credentials are in.
FedEx is the other outbound international option Pakistani exporters use. Odoo does ship a FedEx connector, but Odoo's own documentation says new setups on the latest API have been blocked since 21 October 2025 and that legacy integrations stopped working on 1 June 2026, so confirm the current state before promising it.
UPS runs shipping and tracking for both domestic and international deliveries out of Pakistan. The UPS connector ships with Odoo 19, so rates and labels come back onto the delivery order once the account is linked.
Aramex covers the Pakistan to Gulf lanes that Pakistani sellers ship most often. Odoo has no native Aramex carrier, but there are several Odoo 19 connectors on the apps store from different vendors.
What Odoo covers out of the box in Pakistan
The question behind every quote: how much of this is configuration and how much is a build. The first list ships with Odoo. The second is a paid connector, a community module, or work we scope and price up front.
l10n_pk Pakistan - Accounting - Basic Pakistani chart of accounts
- Sales tax taxes
- Tax report
- Withholding tax report
- PKR currency and standard Odoo accounting on top
- Unique FBR invoice number, the 7x7 mm QR code, the digital signature, the software registration number on the invoice layout, and the 72-hour edit window with Commissioner approval after that.
- Provincial sales tax on services. Separate registration, rate set and return per provincial authority, and the input tax split between the federal and provincial regimes.
- Section 153 withholding driven by vendor ATL status, with the ATL and non-ATL rate pair per payment type, plus the quarterly withholding statement.
- Sales tax return annexures and the STR-7 output.
- Payroll. There is no Pakistan payroll localization, so EOBI, provincial social security and salary tax slabs are all custom.
Everything under "Needs work" is quoted as scope, not discovered mid-project. Bring your own module list to a scoping call and we will mark it up the same way against Pakistan.
Odoo services in Pakistan
We work as an Odoo development company and Odoo implementation partner for businesses in Pakistan. That covers the whole engagement: consulting on whether Odoo fits, configuring it, writing the custom modules that fit requires, connecting it to the systems you already run, and supporting it afterwards. Our Odoo developers and consultants deliver remotely, and travel for discovery, training and go-live week.
If you are moving off spreadsheets or replacing older ERP software, an ERP migration is the shape of the project and the Pakistan items on this page decide how hard it is. As ERP consultants we will say when Odoo is the right ERP solution for you and when it is not. We work on Odoo 17, 18 and 19, on Odoo Community and Odoo Enterprise, and on Odoo cloud hosting or your own servers. Odoo customisation, an Odoo upgrade from an older release, and Odoo AMC and support contracts are all in scope. We will say plainly when the edition you run is the wrong one, and what the Enterprise licence would change.
Odoo pricing and what an Odoo project costs in Pakistan and the Odoo modules we publish
How we deliver in Pakistan
Delivery is remote-first. We do not claim a branch office in every city we serve, and we do not price one into your project. We travel on-site for discovery workshops, user training, and go-live week when the work calls for people in the room. What you get either way is senior engineers on the build.
- 1 Timezone overlap. Our teams shift to hold working-hour overlap with local office hours, so Karachi gets live hours, not overnight email.
- 2 English delivery, multilingual team. Documentation and training are in English. Our project teams also work in Arabic and Urdu.
- 3 Bilingual output. Odoo runs multi-language and right-to-left, so bilingual invoices and interfaces are a configuration step rather than a custom build.
- 4 Visible progress. Daily stand-ups, weekly demos, and a written weekly report. You see the build as it happens, not at handover.
- 5 Test-database sign-off. Your team runs the Pakistan configuration in a test environment and approves it before cutover, with a rollback plan in writing.
- 6 Support after go-live. SLA-backed contracts with 2h, 4h, or 8h response tiers, 24/7 monitoring, verified backups, and security patching.

Cities and regions we serve in Pakistan
We deliver Odoo projects remotely and on-site across Pakistan. The places below are the ones we cover for on-site work. Books run in PKR, with multi-currency switched on where you trade across borders.
Not on the list? Remote delivery is the default anyway, so location inside Pakistan rarely changes the plan or the price.
Odoo in Pakistan
Straight answers on scope, cost, and how a build in Pakistan actually runs. Still stuck? Ask us directly.
Do we need to be in Karachi to work with you? +
No. Odoo projects are delivered remotely by default, and location inside Pakistan rarely changes the plan or the price. We travel on-site for discovery workshops, user training, and go-live week when the work calls for it. Cities we cover for on-site visits: Karachi, Lahore, Islamabad, Rawalpindi, Faisalabad, Multan, Peshawar, Sialkot. Regions we cover: Punjab, Sindh, Khyber Pakhtunkhwa.
Which timezone and language does a project in Pakistan run in? +
Delivery, documentation, and training run in English. Our teams also work in Arabic and Urdu. We hold working-hour overlap with your own office hours, with daily stand-ups and a written weekly report, so progress never depends on one call landing.
Can Odoo run in PKR for an entity registered in Pakistan? +
Yes. Odoo is multi-company and multi-currency, so your books can run in PKR while you buy or sell in other currencies. The locale code we set up for this market is en-PK, and Odoo supports multi-language and right-to-left layouts where a deployment needs them.
How long does an Odoo implementation in Pakistan take? +
Single-module projects run 3-4 weeks. Multi-module rollouts run 8-12 weeks. Multi-company or multi-country programmes run 4-9 months with phased go-lives. The Pakistan localization items above are configured inside that build, not after it.
What does an Odoo project in Pakistan cost? +
From $4,900 for a Starter scope (Up to 2 modules, 10 users, Discovery + config + training). From $14,900 for a Growth rollout (Up to 6 modules, 50 users, Custom modules + reports). Larger multi-company programmes are priced on scope after discovery. Localization work is scoped and priced up front, not added later.
Do you work with Odoo Community or Enterprise in Pakistan? +
Both, and we migrate in either direction. The choice comes down to how technical your team is and whether you need Studio, IoT, or MRP II. The Pakistan configuration described on this page is done in whichever edition you run.
Which Odoo versions do you work on? +
Current releases, including Odoo 17, Odoo 18 and Odoo 19, on Community and on Enterprise. If you are on an older version the first question is whether to upgrade before or after the Pakistan work, and that depends on how much of what you need already ships in the newer release.
Can we see an Odoo demo before committing? +
Yes. We set up an Odoo demo on your own data rather than a generic one, because the Pakistan specifics are the part worth seeing. Ask and we will scope what to load.
We are replacing spreadsheets or an older ERP system. Where does that start? +
With the data, not the software. An ERP implementation in Pakistan usually stalls on master data quality rather than configuration, so the first phase is deciding what comes across, what gets cleaned, and what stays behind.
