Odoo e-invoicing in Pakistan: FBR Digital Invoicing
The Pakistan e-invoicing picture in full: the scheme, the authority behind it, who it binds, and every requirement we map before a build is quoted.
FBR Digital Invoicing (electronic sales tax invoicing under section 23 of the Sales Tax Act 1990, Chapter XIV of the Sales Tax Rules 2006)
Authority: Federal Board of Revenue (FBR), Inland Revenue. Integration runs through PRAL (Pakistan Revenue Automation Pvt Ltd) or an FBR licensed integrator.
Live and in force for every sales tax registered person. SRO 1413(I)/2025 of 1 August 2025 brought all registered persons into scope on a phased calendar that ran out during 2025, and FBR's Sales Tax General Order 01 of 2026, dated 30 March 2026, restates the obligation as applying to all sales tax registered persons.
All sales tax registered persons, corporate and non-corporate. Tier-1 retailers carry a separate standing obligation under the proviso to section 23(6) to integrate their retail outlets for real-time reporting of sales.
Every requirement, in full
7 requirements. Each one has to end up as a field, a document layout, a stored response, or an API call in your Odoo build. This is the list an e-invoicing project in Pakistan gets costed against.
- 1 Clearance model, not post-audit reporting. Invoice data goes to FBR's Computerized System in real time and the system returns a unique FBR invoice number before the invoice is issued to the buyer.
- 2 JSON payload posted to the FBR / PRAL digital invoicing web API. There is no XML format in this scheme.
- 3 Unique FBR invoice number printed on the invoice, in the format XXXXXX-DDMMYYHHMMSS-0001.
- 4 Verifiable QR code of 7x7 mm, generated from the unique FBR invoice number and printed on the receipt.
- 5 Digital signature created and recorded on the sales tax invoice.
- 6 The invoice must also carry the registration number of the electronic invoicing or POS software, and the FBR digital invoicing logo.
- 7 Integration through a licensed integrator or PRAL. STGO 01 of 2026 confirms a registered person may engage more than one licensed integrator.

- 4 Your finance team signs it off. Real documents, in a test database, checked with your accountant or tax advisor before cutover, with a rollback plan in writing.
