What Bahrain payroll has to calculate, withhold and file

Each item below becomes a salary rule, a bank file, or a report we test before the first live run.

  1. 1

Social insurance is administered by the Social Insurance Organisation (SIO). For Bahraini employees the total is 26%: 18% employer and 8% employee. For expatriate employees the total is 4%: 3% employer and 1% employee. The employer withholds and remits monthly.

  2. 2

Nationals of other GCC states working in Bahrain are covered under their home country's social insurance rules, so payroll needs a nationality-driven contribution rule, not a simple local or expatriate switch.

  3. 3

End of service for expatriate workers moved to a monthly SIO contribution from 1 March 2024 under Edict 109 of 2023. The employer pays 4.2% of monthly wage for the first three years of service and 8.4% thereafter, electronically through the SIO portal. The SIO issues separate monthly invoices for non-GCC workers. The employee claims the accrued benefit from the SIO at termination, not from the employer. Service before 1 March 2024 stays the employer's liability under the old rules.

  4. 4

The Enhanced Wage Protection System (WPS 2.0) became operational in early 2026 after an LMRA announcement on 21 October 2025. All private sector salaries must run through the LMRA WPS portal. Direct bank transfers and manual payments are no longer permitted. Domestic workers are out of scope.

  5. 5

Under WPS 2.0 each employer must appoint a Wages Responsible Person plus up to five authorised maker and checker roles, upload a monthly payroll file in the prescribed WPS format, and supply explanations and supporting documents for any non-payment or partial payment. Payments run through banks and payment service providers licensed by the Central Bank of Bahrain and integrated with the WPS platform.

Rates, formats, thresholds and submission windows change. We configure against the rules in force at build time and confirm every figure with your accountant or tax advisor before sign-off. If a rule moves after go-live, it is a support ticket, not a rebuild. Read more on our Odoo localization service.

How we build payroll for Bahrain

The delivery method behind the list above. The same four steps on a 10-user rollout and on a multi-company programme, with the depth scaled to the scope.

  1. 1 Rules, not hard-coded numbers. Contributions and deductions are built as Odoo salary rules with dated parameters, so a rate change is a configuration edit rather than a code release.
  2. 2 Employee data gets audited first. Bank details, national identifiers, start dates and contract types. Bad master data is why most payroll go-lives slip, and it is cheap to fix early.
  3. 3 One parallel run, minimum. We run at least one cycle alongside your current system and reconcile it line by line with your HR and finance leads before switching over.
  4. 4 Bank files tested with the bank. Payment files and statutory reports are generated from Odoo and put through your bank as a test batch before the first live run.
