What United Arab Emirates payroll has to calculate, withhold and file
Each item below becomes a salary rule, a bank file, or a report we test before the first live run.

Non-GCC nationals are not subject to UAE social security. Only UAE and GCC nationals generate pension contributions, so for most private-sector headcount the payroll obligation is end of service gratuity plus WPS, not social insurance.
- 2
For UAE nationals outside Abu Dhabi the long-standing split is 20% of gross remuneration: 5% employee, 12.5% employer and 2.5% government. Abu Dhabi is 26%, with 15% from the employer and 6% from the government.

Odoo's UAE payroll localization (l10n_ae_hr_payroll, l10n_ae_hr_payroll_account) covers end of service gratuity by tenure band, housing, transport, medical, overtime and annual passage allowances, annual leave encashment, unpaid leave, GPSSA and DIFC DEWS for UAE nationals, and WPS reports. Employee IDs and bank accounts drive the WPS extract, so that data has to be clean before the first run.

The Wage Protection System was tightened in 2026. Ministerial Resolution No. 340 of 2026, issued 12 May 2026 and effective 1 June 2026, moves the wage payment point to the first day of the following calendar month with at least 85% of total wages transferred, and removes the 15-day grace period that Resolution 598 of 2022 allowed. Non-payment escalates to suspension of work permit services and referral to public prosecution.

Rates, formats, thresholds and submission windows change. We configure against the rules in force at build time and confirm every figure with your accountant or tax advisor before sign-off. If a rule moves after go-live, it is a support ticket, not a rebuild. Read more on our Odoo localization service.
How we build payroll for United Arab Emirates
The delivery method behind the list above. The same four steps on a 10-user rollout and on a multi-company programme, with the depth scaled to the scope.
- 1 Rules, not hard-coded numbers. Contributions and deductions are built as Odoo salary rules with dated parameters, so a rate change is a configuration edit rather than a code release.
- 2 Employee data gets audited first. Bank details, national identifiers, start dates and contract types. Bad master data is why most payroll go-lives slip, and it is cheap to fix early.
- 3 One parallel run, minimum. We run at least one cycle alongside your current system and reconcile it line by line with your HR and finance leads before switching over.
- 4 Bank files tested with the bank. Payment files and statutory reports are generated from Odoo and put through your bank as a test batch before the first live run.
What we need from you to quote it
Bring these to the first call and you get a scoped, priced payroll plan for United Arab Emirates instead of a range.
- โ A full payslip for each contract type you run, from your current system.
