Odoo e-invoicing in Turkey: e-Fatura
The Turkey e-invoicing picture in full: the scheme, the authority behind it, who it binds, and every requirement we map before a build is quoted.
e-Fatura (e-Invoice) and e-Arลiv (e-Archive), part of GฤฐB's e-Belge (e-Document) family
Authority: Gelir ฤฐdaresi Baลkanlฤฑฤฤฑ (GฤฐB), the Turkish Revenue Administration
Turkiye has run mandatory e-invoicing for years and the threshold rolls forward every year. Taxpayers with 2025 gross sales of TRY 3 million or more were required to be on e-Fatura by 1 July 2026, a deadline that has now passed. The rule is standing rather than one-off, so the next annual transition date applies to whoever crosses the threshold next.
Taxpayers above the gross sales thresholds plus named sectors including fuel and e-commerce. The split matters more than the threshold: e-Fatura applies when both parties are registered in the system, and everything else goes out as e-Arลiv. In practice a Turkish company of any size issues no paper invoices.
Every requirement, in full
7 requirements. Each one has to end up as a field, a document layout, a stored response, or an API call in your Odoo build. This is the list an e-invoicing project in Turkey gets costed against.
- 1 Centralised continuous transaction control. e-Fatura documents route through GฤฐB infrastructure, either the GฤฐB portal or a licensed รถzel entegratรถr (private integrator). This is not a file you drop on a portal once a month.
- 2 UBL-TR 2.1 XML.
- 3 Mandatory electronic signature. Companies sign with a mali mรผhรผr (financial seal) certificate; documents from New Generation payment recording devices (YN รKC) are signed with the device's fiscal certificate.
- 4 e-Arลiv covers everything outside the e-Fatura mailbox system, including B2C and export, and is reported to GฤฐB rather than exchanged.
- 5 Archiving: 5 years under tax law and 10 years under commercial law. Archiving outside Tรผrkiye is not permitted, which constrains where the database and its attachments can be hosted.
- 6 The same family includes e-ฤฐrsaliye (dispatch note), e-SMM (professional fee receipt), e-Mรผstahsil Makbuzu, e-Bilet and e-Defter for ledgers. Scope each one separately.
- 7 GฤฐB moved to the New Central Application on 14 December 2024, so any pre-2025 integration notes are out of date.

Rates, formats, thresholds and submission windows change. We configure against the rules in force at build time and confirm every figure with your accountant or tax advisor before sign-off. If a rule moves after go-live, it is a support ticket, not a rebuild. Read more on our Odoo localization service.
How we build e-invoicing for Turkey
The delivery method behind the list above. The same four steps on a 10-user rollout and on a multi-company programme, with the depth scaled to the scope.
- 1 Requirements first, code second. Each line above becomes a field, a report, or an API call on a written mapping sheet. Anything with no home in Odoo is quoted as a build before the project starts.
- 2 Numbering is settled on day one. Invoice sequences are the part that breaks quietly and costs the most to unwind after go-live, so they are signed off before the first test document.
- 3 Submission runs from a queue. Retries, idempotency keys, stored responses and an audit trail. A failed send becomes a ticket with evidence, not a missing invoice you find at month end.
- 4 Your finance team signs it off. Real documents, in a test database, checked with your accountant or tax advisor before cutover, with a rollback plan in writing.
What we need from you to quote it
Bring these to the first call and you get a scoped, priced e-invoicing plan for Turkey instead of a range.
- โ Your tax registration details and the entity each one belongs to.
- โ A sample of every document type you issue: invoice, credit note, debit note, self-billing if you use it.
- โ Any registration, certificate or portal credential the authority has already issued you.
