Odoo Customization Services in Qatar
Custom code is a liability you agree to carry. We keep it small, keep it in its own module, and write it so the next upgrade does not eat it.
What changes the cost of Odoo customization in Qatar
The delivery method is the same everywhere. What moves the number is what this market demands of the system, and how much of that Odoo already covers.
Qatar has no e-invoicing mandate to clear today. That lowers the build cost now, and it makes the invoicing design worth getting right anyway, because every market on this list that has since mandated one gave businesses months rather than years to comply.
15 of the 19 payment options that matter in Qatar are not shipped with Odoo, so they need a paid connector or a build. 4 ship in the box.
8 of the 11 couriers used in Qatar have no Odoo connector. 3 do. Which ones you actually use changes the estimate more than the number of users does.
Odoo's Qatar localization does not cover everything. The gaps are listed on the country page and each one is either a build or a bought module.
Statutory payroll in Qatar has its own rules. Whether Odoo ships a payroll localization for this market decides if that is configuration or development.

Where Qatar starts from
Qatar has 4 native localization items in Odoo and 6 documented gaps beyond them. Customization work here usually starts at that gap list, not from a blank module.
Where we deliver in Qatar
Customization does not change shape by city. The brief is written the same way for a team in Doha as for one in Al Wakrah: what the process actually is today, and where Odoo's default flow does not match it. Doha, Al Rayyan, Lusail and Al Wakrah are covered.
What odoo customization has to satisfy in Qatar
The rules that decide how much of this is configuration and how much is a build. Everything below is from our Qatar register, checked against a primary source.
Qatar's Cabinet approved a draft e-invoicing law and its executive regulations on 6 May 2026. Nothing is in force: no scope, no technical specification and no start date have been published as of 22 August 2026.
- Not yet defined. KPMG's read of the approved draft is that it will set rules for issuing, storing and transmitting e-invoices and related credit and debit notes, and create a database for GTA oversight.
- No format, no clearance-versus-reporting decision, no QR rule, no signature or seal rule, and no accredited service provider list have been published. Anyone quoting these today is guessing.
- What is real today: tax returns, withholding tax statements and contract notifications must be filed electronically in Dhareeba, and financial statements filed with the tax return must be in Arabic.
- Accounting IFRS is required for listed companies. The basis is Commercial Law No. 5 of 2002, which requires internationally approved accounting principles, and the Qatar Financial Markets Authority rulebooks define that as IFRS.
- Accounting Audited financial statements must be submitted with the tax return if any one of these applies: capital exceeds QAR 200,000, total income exceeds QAR 500,000, or the head office is outside Qatar.
- Accounting For taxable years starting on or after 1 January 2020, financial statements must be submitted in Arabic. Plan for a bilingual chart of accounts and Arabic report layouts, not an English-only book that gets translated by hand each year.
- Payroll Social insurance is payable only for Qatari nationals. Expatriate staff, who are the bulk of most private sector headcounts, carry no social insurance contribution.
- Payroll Under Social Insurance Law No. 1 of 2022, contributions to the General Retirement and Social Insurance Authority (GRSIA) rose to 14% employer and 7% employee for Qatari nationals, from the previous 10% and 5%. The scheme covers Qatari nationals aged 18 and over in permanent employment.
- Payroll The Wage Protection System requires private sector wages to be paid in Qatari riyals into employee accounts at financial institutions in Qatar, with a Salary Information File (SIF) submitted through the employer's bank to the Ministry of Labour. The SIF is a delimited text file with a fixed field order and a mandatory header carrying establishment number, pay month and year, total amount and transaction count. Odoo has no native SIF export, and paid apps store modules exist that generate it as RFC 4180 CSV.
- Payroll Law No. 17 of 2020 sets a minimum basic wage of QAR 1,000 per month for private sector employees and domestic workers, plus QAR 500 accommodation allowance and QAR 300 food allowance, giving QAR 1,800 unless the employer provides accommodation or food directly.
- A Qatar chart of accounts. The l10n_qa manifest describes itself as the base module to manage the accounting chart for Qatar and lists exactly one activated feature: chart of accounts.
- l10n_qa auto-installs with the Accounting app when the company country is Qatar, and pulls in l10n_gcc_invoice.
- l10n_gcc_invoice adds Arabic as a secondary language on invoices, credit notes, debit notes, vendor bills and refund bills, which is what you need for bilingual documents.
- QAR is configured with 2 decimal places in Odoo core, so no currency rounding work is needed.
- Everything past the chart of accounts. There is no Qatar tax engine to configure because there is no VAT, but withholding tax at 5%, the 16th-of-month remittance and the monthly Dhareeba WHT statement are all custom.
- Contract notification tracking: catching every signed contract and reporting it in Dhareeba within 30 days, with a QAR 10,000 penalty for each miss.
- Payroll. Qatar is not in Odoo's payroll localization list. GRSIA contributions for Qatari nationals, end of service gratuity accrual and the WPS Salary Information File all need paid apps store modules or a custom build.
- E-invoicing. No Odoo module exists because no Qatar specification exists. Any vendor selling you a Qatar e-invoicing module today is selling you a guess.
- Arabic financial statements for the tax return, which means bilingual account names and Arabic report layouts, not a one-off translation.

How we run the work
5 stages, the same in every market: Requirement capture, Technical specification and estimate, Build in sprints, Test and review, Deploy and hand over. The method does not change by country, so it is written up once rather than repeated here.
The integrations this market usually needs
Badged by what it takes in Odoo. Anything not marked In Odoo is a paid connector or a build, and that is the part quotes usually miss.
Questions we get asked
- Will customisation break our next Odoo upgrade?
- Well-written custom modules do not break, they need porting, and the effort depends on how deeply they reach into standard behaviour. Code that extends existing models ports quickly. Code that replaces standard logic is expensive at every version. That is the single biggest reason we push back on requests that duplicate what Odoo already does.
- Do we own the code?
- Yes. Source goes to your repository with the commit history intact, plus build and deploy instructions. There is no licence key, no time bomb and no obfuscation. If you replace us, the next team can read what we wrote.
- Does Odoo have an official localization for Qatar?
- Yes. Odoo ships 4 native items for Qatar, covering the basics of the chart of accounts and statutory setup. 6 areas are still outside that localization and get built or bought separately.
- Is e-invoicing mandatory in Qatar?
- Qatar's Cabinet approved a draft e-invoicing law and its executive regulations on 6 May 2026. Nothing is in force: no scope, no technical specification and no start date have been published as of 22 August 2026. The Qatar e-invoicing page carries the full detail and the sources.
- What VAT or sales tax does Odoo have to handle in Qatar?
- Qatar has no VAT and no sales tax. PwC's Qatar summary, reviewed 26 February 2026, states plainly: "Currently, Qatar imposes no VAT or sales tax on operations in Qatar." A GCC-framework VAT at 5% is anticipated but has not been enacted.
- Do you work with businesses in Doha and other parts of Qatar?
- Yes. Odoo customization runs remotely by default, and being based in one city inside Qatar does not change the plan or the price. Cities we cover for on-site visits: Doha, Al Rayyan, Lusail, Al Wakrah. We travel on-site for discovery workshops and go-live week when the engagement calls for it.
