Odoo Implementation Services in Oman

An Odoo implementation is a decision project with software attached. We run the decisions first, then build once.

What changes the cost of an Odoo implementation in Oman

The delivery method is the same everywhere. What moves the number is what this market demands of the system, and how much of that Odoo already covers.

E-invoicing

Oman runs Fawtara (ููˆุชุฑุฉ), the Oman Tax Authority e-invoicing system. That is configuration and testing work inside the build, not an afterthought, and it is the item most often left out of a quote.

Payments

12 of the 18 payment options that matter in Oman are not shipped with Odoo, so they need a paid connector or a build. 6 ship in the box.

Shipping

7 of the 10 couriers used in Oman have no Odoo connector. 3 do. Which ones you actually use changes the estimate more than the number of users does.

Gaps in the localization

Odoo's Oman localization does not cover everything. The gaps are listed on the country page and each one is either a build or a bought module.

Payroll

Statutory payroll in Oman has its own rules. Whether Odoo ships a payroll localization for this market decides if that is configuration or development.

Where Oman starts from

Oman has 6 native Odoo localization items, so this implementation starts from a working chart of accounts and statutory basics rather than a blank one. 6 further items are not covered by Odoo and go into the build plan on day one.

Where we deliver in Oman

An implementation is scoped the same way whether the head office is in Muscat or Sur: one discovery workshop, one rollout plan, delivered remotely with on-site time kept for go-live week. That covers Muscat, Salalah, Sohar, Nizwa and Sur.

What odoo implementation has to satisfy in Oman

The rules that decide how much of this is configuration and how much is a build. Everything below is from our Oman register, checked against a primary source.

Fawtara (ููˆุชุฑุฉ), the Oman Tax Authority e-invoicing system · Oman Tax Authority (OTA)

Nothing is mandatory yet. As of 22 August 2026 the OTA is running a voluntary pilot with about 100 selected large VAT-registered companies, and Decision 189/2026 (issued 9 August 2026) fixes the binding dates at 1 April 2027 and 1 October 2027.

  • Structured XML invoices built to the PINT OM specification. Three documents are published: PINT OM Billing, PINT OM Self-Billing, and the Oman Tax Data Document (TDD) used to report invoice data to the OTA. Paper invoices, PDFs and emailed images stop counting as tax invoices once the obligation applies.
  • Exchange over Peppol. The OTA was approved as a Peppol Authority on 7 January 2026 and publishes an Oman SMP API specification, so invoices move through an accredited service provider rather than being posted to the tax authority directly.
  • A five-corner model: supplier, supplier's service provider, buyer's service provider, buyer, and the OTA. Invoice data reaches the OTA at the same time as the buyer. This is continuous reporting, not per-invoice pre-clearance where the invoice is held until the authority signs it.
  • Amended Article 143 of the VAT Executive Regulations requires each invoice to be issued in an approved, secured electronic format that keeps it intact and stored, with a unique number per invoice.
  • Accredited service provider registration opened in March 2026. The OTA portal publishes a Service Provider Registration User Manual alongside the SMP API specification.
  • Tax VAT is 5%. Registration is mandatory once annual supplies reach OMR 38,500 and voluntary from OMR 19,250.
  • Tax VAT returns are quarterly. The return and the payment are both due 30 days after the end of the quarter. Late payment carries additional tax of 1% per month, and late filing an administrative penalty of OMR 500 to OMR 5,000.
  • Tax Withholding tax is 10% on royalties, research and development fees, software use rights, management fees and services paid to a foreign company with no permanent establishment in Oman. It must be withheld and remitted within 14 days from the end of the month in which the amount was paid or credited, whichever is earlier. Since 1 March 2018 service WHT applies whether the service is performed inside or outside Oman.
  • Tax Withholding tax on dividends and interest paid to non-resident investors has been suspended since a Royal Directive of 11 January 2023. WHT on leasing ships, aircraft and aircraft engines has been suspended since 29 December 2022.
  • Tax Corporate income tax is 15%. A 3% rate applies to a qualifying small Omani proprietorship or LLC with registered capital of OMR 60,000 or less at the start of the tax year, gross income of OMR 150,000 or less, and an average of 25 employees or fewer. Petroleum companies are taxed at 55%.
  • Tax Personal income tax arrives on 1 January 2028 under Royal Decree 56/2025: 5% of taxable income for individuals whose total annual income exceeds OMR 42,000. Payroll withholding logic will be needed before that date.
  • Accounting IFRS as issued by the IASB is required, with no local modifications and no accounting policy options removed. For listed issuers the hook is Article 282 of the Executive Regulation of the Capital Market Law (Royal Decree 80/1998). The IFRS for SMEs standard has not been adopted in Oman.
Odoo covers in Oman
  • Chart of accounts based on Omani practice, with account groups and default account mappings
  • VAT taxes: standard 5%, zero-rated domestic, exports, exempt, imports and reverse charge
  • Fiscal positions that adjust tax automatically based on whether the customer or vendor is registered
  • A tax report laid out to match the Oman VAT return
  • Omani governorates loaded as res.country.state records
  • Arabic as a secondary language on invoices, credit notes, debit notes, vendor bills and refund bills, via l10n_gcc_invoice
Needs a build here
  • Fawtara e-invoicing. Odoo 19 has nothing for it. The Oman localization documentation makes no mention of e-invoicing, Odoo's Peppol access point service covers European countries plus Turkey and includes no GCC country, and a search of the Odoo apps store for Oman e-invoicing returns zero apps. PINT OM generation, the Tax Data Document, SMP connectivity and accredited service provider integration are all a build.
  • Payroll. There is no Odoo payroll localization for Oman. The only GCC payroll localizations Odoo ships are the United Arab Emirates and Saudi Arabia. Social Protection Fund contribution rules and Article 61 end of service gratuity both need building.
  • WPS Salary Information File generation. A search of the Odoo apps store for Oman payroll returns zero apps, and the WPS and SIF modules on the store target Saudi Arabia, the UAE and Qatar. Oman needs a custom generator against the employer's bank layout.
  • Omanisation quota tracking and the annual workforce localisation plan filed with the Ministry of Labour.
  • Withholding tax at 10% on payments to non-resident suppliers, including the 14-day remittance cycle. l10n_om does not model it.

How we run the work

5 stages, the same in every market: Discovery and process mapping, Solution design and gap resolution, Configuration and prototype, Data migration and reconciliation, Training, UAT and cutover. The method does not change by country, so it is written up once rather than repeated here.

Questions we get asked

How long does an Odoo implementation take?
Single-module projects run three to four weeks. Multi-module rollouts run eight to twelve weeks. Multi-country and multi-company programmes run four to nine months with phased go-lives. The variable is almost never the configuration. It is how quickly decisions get made and how clean the legacy data is.
Can we start with one module and add more later?
Yes, and for most teams it is the better call. Starting narrow gets you a live system with real numbers in it, and the second phase is scoped by people who now know the software. The one thing to settle early is the chart of accounts, because changing it after the ledger has entries in it is painful.
Does Odoo have an official localization for Oman?
Yes. Odoo ships 6 native items for Oman, covering the basics of the chart of accounts and statutory setup. 6 areas are still outside that localization and get built or bought separately.
Is e-invoicing mandatory in Oman?
Nothing is mandatory yet. As of 22 August 2026 the OTA is running a voluntary pilot with about 100 selected large VAT-registered companies, and Decision 189/2026 (issued 9 August 2026) fixes the binding dates at 1 April 2027 and 1 October 2027. The Oman e-invoicing page carries the full detail and the sources.
What VAT or sales tax does Odoo have to handle in Oman?
VAT is 5%. Registration is mandatory once annual supplies reach OMR 38,500 and voluntary from OMR 19,250.
Do you work with businesses in Muscat and other parts of Oman?
Yes. An Odoo implementation runs remotely by default, and being based in one city inside Oman does not change the plan or the price. Cities we cover for on-site visits: Muscat, Salalah, Sohar, Nizwa, Sur. We travel on-site for discovery workshops and go-live week when the engagement calls for it.
