Odoo Implementation Services in the UAE
An Odoo implementation is a decision project with software attached. We run the decisions first, then build once.
What changes the cost of an Odoo implementation in United Arab Emirates
The delivery method is the same everywhere. What moves the number is what this market demands of the system, and how much of that Odoo already covers.
United Arab Emirates runs UAE Electronic Invoicing System (EIS). That is configuration and testing work inside the build, not an afterthought, and it is the item most often left out of a quote.
14 of the 20 payment options that matter in United Arab Emirates are not shipped with Odoo, so they need a paid connector or a build. 6 ship in the box.
9 of the 12 couriers used in United Arab Emirates have no Odoo connector. 3 do. Which ones you actually use changes the estimate more than the number of users does.
Odoo's United Arab Emirates localization does not cover everything. The gaps are listed on the country page and each one is either a build or a bought module.
Statutory payroll in United Arab Emirates has its own rules. Whether Odoo ships a payroll localization for this market decides if that is configuration or development.

Where United Arab Emirates starts from
United Arab Emirates has 6 native Odoo localization items, so this implementation starts from a working chart of accounts and statutory basics rather than a blank one. 4 further items are not covered by Odoo and go into the build plan on day one.
Where we deliver in the United Arab Emirates
An implementation is scoped the same way whether the head office is in Dubai or Fujairah: one discovery workshop, one rollout plan, delivered remotely with on-site time kept for go-live week. That covers Dubai, Abu Dhabi, Sharjah, Ajman, Ras Al Khaimah, Al Ain and Fujairah.
What odoo implementation has to satisfy in United Arab Emirates
The rules that decide how much of this is configuration and how much is a build. Everything below is from our United Arab Emirates register, checked against a primary source.
The pilot programme started on 1 July 2026 with a selected group of taxpayers. Businesses with annual revenue of AED 50 million or more must appoint an Accredited Service Provider by 30 October 2026, extended from 31 July 2026, and go live on 1 January 2027. That go-live date has not moved.
- A Decentralised Continuous Transaction Control and Exchange (DCTCE) 5-corner model: supplier, supplier's ASP, buyer's ASP, buyer, and the Federal Tax Authority as corner 5.
- Structured XML in PINT AE format, converted to the UAE standard e-invoice XML. PDF, Word, images and scans are not e-invoices.
- You must appoint a UAE Accredited Service Provider. You do not connect to the FTA yourself.
- The supplier's ASP reports the Tax Data Document to the FTA in parallel with delivering the invoice through the buyer's ASP. This is continuous reporting, not the pre-clearance model Saudi Arabia uses, which is a different build.
- Exchange runs on OpenPeppol, so the same rails carry cross-border invoices.
- Tax VAT is 5%. Mandatory registration at AED 375,000 of taxable supplies, voluntary at AED 187,500.
- Tax The standard VAT period is quarterly below AED 150 million annual turnover and monthly at AED 150 million or above. The return and any payment must reach the FTA within 28 days of the end of the tax period, filed through EmaraTax.
- Tax Corporate tax is 9% on taxable income above AED 375,000 and 0% up to it, effective for financial years starting on or after 1 June 2023. A Qualifying Free Zone Person pays 0% on qualifying income and 9% on the rest.
- Tax A Domestic Minimum Top-up Tax of 15% applies to multinational groups with consolidated global revenue above EUR 750 million, for financial years starting on or after 1 January 2025.
- Tax The corporate tax return is filed electronically no later than nine months after the end of the tax period, and records must be kept for seven years after the end of the tax period.
- Accounting IFRS is the required accounting standard for corporate tax purposes under Ministerial Decision No. 114 of 2023. A taxable person with revenue not exceeding AED 50 million may apply IFRS for SMEs, and a person with revenue not exceeding AED 3 million may use cash basis accounting.
- Accounting Under Ministerial Decision No. 84 of 2025, effective for financial years starting on or after 1 January 2025, all tax groups must prepare audited special purpose financial statements. The AED 50 million consolidated revenue exemption that tax groups had under Ministerial Decision No. 82 of 2023 is gone. Non-group taxable persons still need audited statements above AED 50 million revenue, and Qualifying Free Zone Persons need them regardless.
- Chart of accounts aligned to IFRS and FTA requirements, with VAT at 5% plus zero-rated, exempt, import and reverse charge treatments (l10n_ae).
- VAT return in the official FTA structure and corporate tax reporting with exempt income and allowable deduction classification, exported to Excel or PDF (l10n_ae_reports).
- Automatic currency rate sync with the Central Bank of the UAE.
- Local compliance behaviour on Point of Sale receipts (l10n_ae_pos).
- Multi-language invoicing.
- Payroll: end of service gratuity by tenure, housing, transport, medical, conveyance, overtime and annual passage allowances, leave encashment, GPSSA, DIFC DEWS and WPS reports (l10n_ae_hr_payroll, l10n_ae_hr_payroll_account).
- E-invoicing. There is no UAE e-invoicing module in the official Odoo localization and no UAE page in Odoo's e-invoicing documentation. Odoo's own Peppol support sends BIS Billing 3.0, XRechnung CIUS and NLCIUS. PINT AE is not among them.
- VAT filing stays manual. The FTA report exports to Excel and PDF; there is no EmaraTax submission in the localization.
- Payments. Stripe, Amazon Payment Services and Paymob are the providers shipped with Odoo 19 that cover the UAE.
- Couriers. Only DHL Express, FedEx and UPS are native for this market. Aramex and the UAE last-mile operators need paid connectors or a build.

How we run the work
5 stages, the same in every market: Discovery and process mapping, Solution design and gap resolution, Configuration and prototype, Data migration and reconciliation, Training, UAT and cutover. The method does not change by country, so it is written up once rather than repeated here.
The integrations this market usually needs
Badged by what it takes in Odoo. Anything not marked In Odoo is a paid connector or a build, and that is the part quotes usually miss.
Questions we get asked
- How long does an Odoo implementation take?
- Single-module projects run three to four weeks. Multi-module rollouts run eight to twelve weeks. Multi-country and multi-company programmes run four to nine months with phased go-lives. The variable is almost never the configuration. It is how quickly decisions get made and how clean the legacy data is.
- Can we start with one module and add more later?
- Yes, and for most teams it is the better call. Starting narrow gets you a live system with real numbers in it, and the second phase is scoped by people who now know the software. The one thing to settle early is the chart of accounts, because changing it after the ledger has entries in it is painful.
- Does Odoo have an official localization for United Arab Emirates?
- Yes. Odoo ships 6 native items for United Arab Emirates, covering the basics of the chart of accounts and statutory setup. 4 areas are still outside that localization and get built or bought separately.
- Is e-invoicing mandatory in the United Arab Emirates?
- The pilot programme started on 1 July 2026 with a selected group of taxpayers. Businesses with annual revenue of AED 50 million or more must appoint an Accredited Service Provider by 30 October 2026, extended from 31 July 2026, and go live on 1 January 2027. That go-live date has not moved. The United Arab Emirates e-invoicing page carries the full detail and the sources.
- What VAT or sales tax does Odoo have to handle in the United Arab Emirates?
- VAT is 5%. Mandatory registration at AED 375,000 of taxable supplies, voluntary at AED 187,500.
- Do you work with businesses in Dubai and other parts of the United Arab Emirates?
- Yes. An Odoo implementation runs remotely by default, and being based in one city inside the United Arab Emirates does not change the plan or the price. Cities we cover for on-site visits: Dubai, Abu Dhabi, Sharjah, Ajman, Ras Al Khaimah, Al Ain, Fujairah. We travel on-site for discovery workshops and go-live week when the engagement calls for it.
