Tax rules that shape an Odoo configuration in Qatar

Each item below is one thing the tax setup has to get right before go-live.

  1. 1

Qatar has no VAT and no sales tax. PwC's Qatar summary, reviewed 26 February 2026, states plainly: "Currently, Qatar imposes no VAT or sales tax on operations in Qatar." A GCC-framework VAT at 5% is anticipated but has not been enacted.

  2. 2

Excise tax has applied since 1 January 2019: tobacco products 100%, energy drinks 100%, special purpose goods including alcohol and pork 100%, carbonated drinks 50%.

  3. 3

Customs duty is 5% on goods originating outside the GCC, with higher rates on items such as tobacco.

  4. 4

Corporate income tax is 10% on the foreign-owned share of taxable income. Entities wholly owned by Qatari nationals and by GCC nationals resident in Qatar are exempt. Oil and gas operations are taxed at 35%.

  5. 5

Withholding tax is a single 5% rate on payments to non-residents without a permanent establishment in Qatar, covering interest, royalties, technical fees, commissions, brokerage and other service payments used or benefited from in Qatar. Tax withheld must be remitted to the GTA by the 16th day of the following month, and monthly WHT statements are filed in Dhareeba. Dividends are not subject to WHT.

  6. 6

The tax return is due within four months of the end of the accounting period. Since 1 November 2020 all returns and other submissions, including WHT and contract notifications, must be filed through Dhareeba.

The reporting framework your Qatar books sit inside

What your statements have to comply with, and what that means for the chart of accounts.

  1. 1

IFRS is required for listed companies. The basis is Commercial Law No. 5 of 2002, which requires internationally approved accounting principles, and the Qatar Financial Markets Authority rulebooks define that as IFRS.

  2. 2

Audited financial statements must be submitted with the tax return if any one of these applies: capital exceeds QAR 200,000, total income exceeds QAR 500,000, or the head office is outside Qatar.

  3. 3

For taxable years starting on or after 1 January 2020, financial statements must be submitted in Arabic. Plan for a bilingual chart of accounts and Arabic report layouts, not an English-only book that gets translated by hand each year.

Checked Localization notes on this page checked on 22 August 2026.

Rates, formats, thresholds and submission windows change. We configure against the rules in force at build time and confirm every figure with your accountant or tax advisor before sign-off. If a rule moves after go-live, it is a support ticket, not a rebuild. Read more on our Odoo localization service.

How we build accounting and tax for Qatar

The delivery method behind the list above. The same four steps on a 10-user rollout and on a multi-company programme, with the depth scaled to the scope.

  1. 1 Chart of accounts from your accountant. We configure against the mapping your accountant signs, not a default template someone picked in the install wizard.
  2. 2 Every tax gets a test document. An invoice, a credit note and a period report per tax, checked against a figure your accountant produced independently.
  3. 3 Opening balances reconcile. Prior-period data is loaded and tied back to your last filed set of accounts before anyone posts a live transaction.
  4. 4 Filing outputs come out of Odoo. Reports are produced from the system, checked line by line, then handed over with a written procedure so your team runs them without us.

What we need from you to quote it

Bring these to the first call and you get a scoped, priced accounting and tax plan for Qatar instead of a range.

  • โœ“ Your current chart of accounts and the tax codes in use today.
  • โœ“ The last filed set of accounts and the last filed return.
  • โœ“ The name of the accountant or tax advisor who signs off the configuration.
