Odoo e-invoicing in Saudi Arabia: ZATCA

The Saudi Arabia e-invoicing picture in full: the scheme, the authority behind it, who it binds, and every requirement we map before a build is quoted.

Scheme

Fatoora (ูุงุชูˆุฑุฉ) - ZATCA E-Invoicing

Authority: Zakat, Tax and Customs Authority (ZATCA), ู‡ูŠุฆุฉ ุงู„ุฒูƒุงุฉ ูˆุงู„ุถุฑูŠุจุฉ ูˆุงู„ุฌู…ุงุฑูƒ

Where it stands

Phase 1 (generation) has applied since 4 December 2021 and Phase 2 (integration with the Fatoora platform) since 1 January 2023, rolled out wave by wave. Wave 25 is the latest announced: taxpayers whose VAT-taxable revenue exceeded SAR 187,500 in 2022, 2023, 2024 or 2025 must integrate by 1 February 2027.

Who has to comply

VAT-registered persons resident in Saudi Arabia. Phase 1 already applies to all of them. Phase 2 applies from the date in your wave notification, and ZATCA notifies each wave at least six months before its integration date. Wave 25 sets the revenue trigger at SAR 187,500, the lowest of any wave so far.

Every requirement, in full

7 requirements. Each one has to end up as a field, a document layout, a stored response, or an API call in your Odoo build. This is the list an e-invoicing project in Saudi Arabia gets costed against.

  1. 1 Standard tax invoices (B2B and B2G): clearance. The invoice is sent to ZATCA's Fatoora platform and validated before it is a valid invoice.
  2. 2 Simplified tax invoices (B2C): reporting. You issue to the customer, then report to Fatoora within 24 hours.
  3. 3 UBL-based XML. The buyer copy can be XML, or PDF/A-3 with the XML embedded.
  4. 4 QR code on the invoice from Phase 1 onward.
  5. 5 A single invoice sequence. Multiple parallel sequences are not allowed.
  6. 6 Phase 2 means a live API integration with Fatoora for clearance, reporting and validation responses, which your system has to store.
  7. 7 ZATCA publishes the binding detail in separate versioned documents: the Electronic Invoice Data Dictionary, the Electronic Invoice XML Implementation Standard and the Security Features Implementation Standards. Read the current version before you build.

Checked Localization notes on this page checked on 22 August 2026.

Rates, formats, thresholds and submission windows change. We configure against the rules in force at build time and confirm every figure with your accountant or tax advisor before sign-off. If a rule moves after go-live, it is a support ticket, not a rebuild. Read more on our Odoo localization service.

How we build e-invoicing for Saudi Arabia

The delivery method behind the list above. The same four steps on a 10-user rollout and on a multi-company programme, with the depth scaled to the scope.

  1. 1 Requirements first, code second. Each line above becomes a field, a report, or an API call on a written mapping sheet. Anything with no home in Odoo is quoted as a build before the project starts.
  2. 2 Numbering is settled on day one. Invoice sequences are the part that breaks quietly and costs the most to unwind after go-live, so they are signed off before the first test document.
  3. 3 Submission runs from a queue. Retries, idempotency keys, stored responses and an audit trail. A failed send becomes a ticket with evidence, not a missing invoice you find at month end.
  4. 4 Your finance team signs it off. Real documents, in a test database, checked with your accountant or tax advisor before cutover, with a rollback plan in writing.
