Odoo e-invoicing in United Arab Emirates: EIS
The United Arab Emirates e-invoicing picture in full: the scheme, the authority behind it, who it binds, and every requirement we map before a build is quoted.
UAE Electronic Invoicing System (EIS)
Authority: Ministry of Finance, with the Federal Tax Authority as the reporting endpoint
The pilot programme started on 1 July 2026 with a selected group of taxpayers. Businesses with annual revenue of AED 50 million or more must appoint an Accredited Service Provider by 30 October 2026, extended from 31 July 2026, and go live on 1 January 2027. That go-live date has not moved.
All persons conducting business in the UAE, for B2B and B2G transactions, except where a specific exclusion applies. Excluded businesses may still opt in voluntarily. Businesses under AED 50 million revenue appoint an ASP by 31 March 2027 and go live on 1 July 2027. Government entities appoint by 31 March 2027 and go live on 1 October 2027. B2C is not in the current scope.
Every requirement, in full
6 requirements. Each one has to end up as a field, a document layout, a stored response, or an API call in your Odoo build. This is the list an e-invoicing project in United Arab Emirates gets costed against.
- 1 A Decentralised Continuous Transaction Control and Exchange (DCTCE) 5-corner model: supplier, supplier's ASP, buyer's ASP, buyer, and the Federal Tax Authority as corner 5.
- 2 Structured XML in PINT AE format, converted to the UAE standard e-invoice XML. PDF, Word, images and scans are not e-invoices.
- 3 You must appoint a UAE Accredited Service Provider. You do not connect to the FTA yourself.
- 4 The supplier's ASP reports the Tax Data Document to the FTA in parallel with delivering the invoice through the buyer's ASP. This is continuous reporting, not the pre-clearance model Saudi Arabia uses, which is a different build.
- 5 Exchange runs on OpenPeppol, so the same rails carry cross-border invoices.
- 6 The legislation sits in Ministerial Decisions No. 64, No. 243 and No. 244 of 2025, with No. 244 amended in May 2026 to move the ASP appointment deadline.

Rates, formats, thresholds and submission windows change. We configure against the rules in force at build time and confirm every figure with your accountant or tax advisor before sign-off. If a rule moves after go-live, it is a support ticket, not a rebuild. Read more on our Odoo localization service.
How we build e-invoicing for United Arab Emirates
The delivery method behind the list above. The same four steps on a 10-user rollout and on a multi-company programme, with the depth scaled to the scope.
- 1 Requirements first, code second. Each line above becomes a field, a report, or an API call on a written mapping sheet. Anything with no home in Odoo is quoted as a build before the project starts.
- 2 Numbering is settled on day one. Invoice sequences are the part that breaks quietly and costs the most to unwind after go-live, so they are signed off before the first test document.
- 3 Submission runs from a queue. Retries, idempotency keys, stored responses and an audit trail. A failed send becomes a ticket with evidence, not a missing invoice you find at month end.
- 4 Your finance team signs it off. Real documents, in a test database, checked with your accountant or tax advisor before cutover, with a rollback plan in writing.
What we need from you to quote it
Bring these to the first call and you get a scoped, priced e-invoicing plan for United Arab Emirates instead of a range.
- โ Your tax registration details and the entity each one belongs to.
- โ A sample of every document type you issue: invoice, credit note, debit note, self-billing if you use it.
- โ Any registration, certificate or portal credential the authority has already issued you.
