The design is where the sale is made

✓ An operations and maintenance contract that lays out its own visit schedule, carries a response time and a performance guarantee, and tells you what the book is worth per kilowatt under contract
✓ Visits that close with what was found, because a visit with no findings is indistinguishable from one that never happened
✓ A generation log per site with the metered units against what the design said, a performance ratio measured against irradiation where it is available, and a flag on any site that falls further behind than the threshold you set
