Odoo Migration and Upgrade Services in Jordan
An upgrade is a rehearsal problem. The first conversion is never the one you go live on.
What changes the cost of an Odoo migration or upgrade in Jordan
The delivery method is the same everywhere. What moves the number is what this market demands of the system, and how much of that Odoo already covers.
Jordan runs JoFotara, the National Electronic Invoicing System (ูุธุงู ุงูููุชุฑุฉ ุงููุทูู). That is configuration and testing work inside the build, not an afterthought, and it is the item most often left out of a quote.
15 of the 19 payment options that matter in Jordan are not shipped with Odoo, so they need a paid connector or a build. 4 ship in the box.
7 of the 10 couriers used in Jordan have no Odoo connector. 3 do. Which ones you actually use changes the estimate more than the number of users does.
Odoo's Jordan localization does not cover everything. The gaps are listed on the country page and each one is either a build or a bought module.
Statutory payroll in Jordan has its own rules. Whether Odoo ships a payroll localization for this market decides if that is configuration or development.

Where Jordan starts from
A migration in Jordan carries 5 native localization modules forward. The 6 custom pieces on top of them is what actually needs re-testing, not the standard modules.
Where we deliver in Jordan
A migration carries no city-specific risk of its own. What decides the work is the modules and the custom code already in place, and that is the same for a business in Amman as anywhere else in Jordan.
What odoo migration & upgrade has to satisfy in Jordan
The rules that decide how much of this is configuration and how much is a build. Everything below is from our Jordan register, checked against a primary source.
Phase 2 has been live since 1 April 2025 and covers B2B, B2C and B2G. As of August 2026 ISTD is still pulling smaller taxpayers in, and an invoice that did not go through JoFotara is not accepted as a deductible expense.
- Invoices are submitted to ISTD through the JoFotara API and the returned status comes back into Odoo. Build it as a clearance flow, not a periodic report file.
- UBL 2.1 XML as the invoice payload.
- ISTD returns a QR code that must be printed on the document the customer receives.
- Per-taxpayer API credentials from the JoFotara portal: Client ID, Secret Key and Activity Number.
- Taxpayer type must be set on the company: unregistered, registered under standard sales tax, or registered under special sales tax.
- Accounting Odoo's l10n_jo module ships a Jordanian chart of accounts, taxes, a tax report and fiscal positions, so the ledger structure is not a from-scratch build.
- Accounting Tax audits usually happen within a year of filing, and an auditor may not audit a return more than four years after the filing date. Keep four years of supporting detail queryable in the system.
- Accounting Returns are submitted through the tax authority's online portal rather than on paper.
- Tax General Sales Tax (GST) is the indirect tax. The standard rate is 16%.
- Tax Zero rating applies to exports of goods and services outside Jordan, to free zone areas and markets, to the Aqaba Special Economic Zone and to development areas. That is a fiscal position and tax-mapping job in Odoo, not a rate change.
- Tax A 5% withholding tax applies to services supplied by resident natural persons and civil companies, including doctors, lawyers, engineers, auditors, consultants, insurance agents, brokers, arbitrators, financial intermediaries and shipping agents. Non-resident service providers are withheld at 10% plus national contribution tax.
- Tax Interest and commissions paid by banks carry 5% withholding for individuals and 7% for legal entities, treated as a final tax for non-residents.
- Jordanian chart of accounts, taxes, tax report and fiscal positions.
- JoFotara integration: compliant e-invoice generation, real-time submission for validation, and invoice status tracking inside Odoo.
- JoFotara credential and taxpayer-type configuration on the company record (Activity Number, Secret Key, Client ID; unregistered, registered standard, or registered special sales tax).
- Payroll: progressive income tax brackets with resident, non-resident, blind employee and dependant exemptions; employee and employer social security; housing and transport allowances; leave logic; overtime; end of service benefit.
- Payroll journal entries into the ledger through l10n_jo_hr_payroll_account.
- Discount policy. JoFotara rejects negative quantities and negative prices, so any global discount, rebate or promotion has to be redesigned as a per-line percentage. This bites hardest on distribution and retail clients and it is a pricing and process change, not a config toggle.
- Rounding tolerance between Odoo's 3 decimals and ISTD's 9. Agree the acceptable difference (under 0.001) with the client's auditor before go-live rather than after the first rejection.
- eFAWATEERcom, CliQ and MEPS acquiring have no Odoo module. Collection and bank reconciliation against those rails is a build.
- Aramex and any domestic last-mile courier need a paid third-party connector or a custom one. Nothing for Jordan ships in the box.
- Check that the l10n_jo tax report actually maps onto the ISTD GST return form and period before promising a one-click filing pack.

How we run the work
5 stages, the same in every market: Assessment, First test conversion, Functional validation, Rehearsal, Cutover and stabilisation. The method does not change by country, so it is written up once rather than repeated here.
The integrations this market usually needs
Badged by what it takes in Odoo. Anything not marked In Odoo is a paid connector or a build, and that is the part quotes usually miss.
Questions we get asked
- Can you upgrade us from an old Odoo version?
- Yes. The migration service covers the database, the custom modules, attachments and historical transactions, with a test environment for sign-off before cutover. Older versions take longer because more standard behaviour changed on the way, and because third-party modules are less likely to have a successor.
- Will we lose data?
- No. Conversions run on copies, the original is untouched until cutover, and a full pre-conversion backup is the rollback point. What does happen is that data which was already inconsistent becomes visible, because conversion is stricter than daily use.
- Does Odoo have an official localization for Jordan?
- Yes. Odoo ships 5 native items for Jordan, covering the basics of the chart of accounts and statutory setup. 6 areas are still outside that localization and get built or bought separately.
- Is e-invoicing mandatory in Jordan?
- Phase 2 has been live since 1 April 2025 and covers B2B, B2C and B2G. As of August 2026 ISTD is still pulling smaller taxpayers in, and an invoice that did not go through JoFotara is not accepted as a deductible expense. The Jordan e-invoicing page carries the full detail and the sources.
- What VAT or sales tax does Odoo have to handle in Jordan?
- General Sales Tax (GST) is the indirect tax. The standard rate is 16%.
- Do you work with businesses in Amman and other parts of Jordan?
- Yes. An Odoo migration or upgrade runs remotely by default, and being based in one city inside Jordan does not change the plan or the price. Cities we cover for on-site visits: Amman, Zarqa, Irbid, Aqaba. We travel on-site for discovery workshops and go-live week when the engagement calls for it.
