What an Odoo implementation costs in Jordan
The published starting points first, then the honest part: what actually moves the number in this market, taken from our own Jordan localization notes rather than a general answer about ERP projects.
The starting points we publish
The same figures as our pricing page, and they are starting points rather than quotes. Scope decides the number: the modules you switch on, the users you train, the systems Odoo has to talk to, and how much of the Jordan list further down is configuration rather than a build.

Read the tiers as scope brackets, not as country prices. Nothing on this page charges more for Jordan because it is Jordan. What changes between markets is how much of the work below is a build, and that is what decides where you land inside a bracket, or outside it.
Timelines we publish: Single-module Starter projects run 3-4 weeks. Multi-module Growth projects run 8-12 weeks. Enterprise multi-country rollouts run 4-9 months with phased go-lives.
Fixed price or time and materials: Yes. For well-scoped implementations we deliver fixed-price with milestones. For discovery-phase work or ongoing customization we offer transparent T&M.
What drives the number in Jordan
Everything below comes from our own Jordan research file. The counts are the short version: how many things a rollout here has to reach, and what each one takes to reach from Odoo.
JoFotara, the National Electronic Invoicing System (ูุธุงู ุงูููุชุฑุฉ ุงููุทูู)
Authority: Income and Sales Tax Department (ISTD), Ministry of Finance, delivered with the Ministry of Digital Economy and Entrepreneurship
In a market with a live scheme this is the biggest single variable on a quote. What follows is what our Jordan notes actually say, and what each of those things costs to build and test.
The authority sits inside the invoice flow, so the integration has to work before you can invoice at all. That means a submission queue, retries, idempotency keys, stored responses and an audit trail, plus a test cycle against the authority whose pace you do not control. On most quotes in this market it is the single largest line.
Invoices are submitted to ISTD through the JoFotara API and the returned status comes back into Odoo. Build it as a clearance flow, not a periodic report file.
The format is fixed down to field level, so the work is a mapping sheet rather than a template edit. Every field is a decision about where that data lives in Odoo today and who keeps it right afterwards.
UBL 2.1 XML as the invoice payload.
These touch the document layout, the certificate lifecycle and the archive at the same time. Small in code, and reliably underestimated in testing, because every document type has to be re-checked.
ISTD returns a QR code that must be printed on the document the customer receives.
What pushes a quote in Jordan up
Each item is a real work package with its own tests and its own handover. The quoted lines are printed from our Jordan file as checked, not summarised.
9 payment rails have no Odoo connector we would put in production
Each one is an API build with its own tests: authorization, capture, refund and a deliberate failure in sandbox, repeated once in production with a small live amount, then settlement mapped to the ledger so the bank reconciliation clears. Price them one at a time. This is where a checkout budget doubles quietly.
- eFAWATEERcom. Jordan's national bill presentment and payment system, owned by JoPACC, supervised by the Central Bank of Jordan and operated by MadfooatCom. A merchant with a biller code gets paid from inside any Jordanian bank app or wallet with no card involved. Odoo has no connector for it, so it is an API build.
- CliQ. Jordan's real time payment system, run by JoPACC, moving money 24/7 between every participating bank and mobile wallet using an alias such as a phone number or username instead of an IBAN. It supports person to merchant and QR payments, which is why Jordanian buyers ask for it at checkout. No Odoo connector exists.
- JoMoPay. The national mobile payment switch that makes every licensed Jordanian wallet interoperable with every bank account, upgraded to ISO 20022 so it settles instantly with CliQ. You do not integrate JoMoPay directly, you integrate a wallet that sits on it, but it is the reason wallet money reaches your bank account.
- Zain Cash. One of the largest licensed mobile wallets in Jordan, run by Zain, used for person to person transfers, bill payment, merchant payment and QR acceptance, and reachable from CliQ. Odoo has no module for it, so accepting it means building against the wallet's merchant API.
4 payment rails need a paid connector
The connector licence sits outside our fee and is quoted separately by whoever sells it. Our side is configuration, the four-test cycle per provider, and the reconciliation mapping. Budget for keeping each one current across Odoo upgrades, because a connector that stops at your next version is a cost you meet later.
5 carriers have no Odoo connector
Rating, label printing, tracking and cash on delivery reconciliation are four separate pieces of work with four separate failure modes, and we quote them separately. Carrier test credentials rarely carry your negotiated rates, so the account and the rate card get validated before the connector is written.
- Jordan Post Company. The government owned national postal operator, running the domestic mail and parcel network across all twelve governorates plus EMS express and international parcels through the UPU network. It is the cheapest route to addresses the private couriers price up. Odoo has no Jordan Post connector, so rates and labels are manual or a build.
- Spex. A Jordanian logistics company founded in 2015 and headquartered in Amman, doing last mile delivery for e-commerce, cash on delivery collection with remittance back to the merchant, and fulfilment. It is the kind of local partner that makes COD workable. There is no Odoo module, so the integration is a build against their API.
- Hala Delivery. A Jordanian courier aimed at online sellers and small brands, with its own driver network and mobile apps for tracking deliveries inside the Kingdom. Useful as a second local carrier when Aramex pricing does not fit small parcels. No Odoo connector exists.
- Right Way Logistics. An Amman based freight forwarder handling air, sea and land freight, express door to door and customs clearance, with its own branches in Turkey, Iraq, Syria and Palestine. Relevant to Jordanian importers and distributors running purchasing in Odoo rather than to a small parcel shop. No Odoo connector.
2 carriers sit behind a paid connector
Cheaper than a build and not free. The licence is quoted separately, and our work is the account setup, the rate check against your contract, and the label and tracking test on real shipments.
Cash on delivery is in the flow
Cash on delivery touches the order, the stock move and the cash reconciliation at once. The courier holds your money for days and remits in batches, so someone has to match remittances back to orders and chase the gaps. That is a reporting and reconciliation build, not a checkbox, and it needs an owner in finance before go-live.
6 items Odoo does not cover for Jordan
This is the honest part of a quote. Each line below is scoped, priced and agreed as a build before the project starts, rather than discovered halfway through and raised as a change request.
- Discount policy. JoFotara rejects negative quantities and negative prices, so any global discount, rebate or promotion has to be redesigned as a per-line percentage. This bites hardest on distribution and retail clients and it is a pricing and process change, not a config toggle.
- Rounding tolerance between Odoo's 3 decimals and ISTD's 9. Agree the acceptable difference (under 0.001) with the client's auditor before go-live rather than after the first rejection.
- eFAWATEERcom, CliQ and MEPS acquiring have no Odoo module. Collection and bank reconciliation against those rails is a build.
- Aramex and any domestic last-mile courier need a paid third-party connector or a custom one. Nothing for Jordan ships in the box.
- Check that the l10n_jo tax report actually maps onto the ISTD GST return form and period before promising a one-click filing pack.
- Arabic invoice layouts and any bilingual print requirement are presentation work on top of the localization.
12 statutory items to configure, test and hand over
Tax, accounting and payroll items on our own Jordan list. Each one becomes a configuration, a test document and a number your accountant checks independently before sign-off. Individually cheap, collectively the reason a localization is a work package rather than a setting.
Documents in more than one language
A second language on printed documents is not a translation pass at the end. Account names, product names, report layouts and every customer-facing template carry it, and someone on your side has to own the wording. Budget review time from a native speaker, and expect the layout work to be re-checked after it.
- Arabic invoice layouts and any bilingual print requirement are presentation work on top of the localization.
29 open questions in our own Jordan notes
Where our research did not reach a primary source, we mark it open rather than pricing a guess. Those questions get closed in discovery against your entity, your documents and your advisor, which is exactly why a fixed price comes after discovery and not before it.
What holds a quote in Jordan down
The other half of an honest answer. Where Odoo already covers this market, the work is configuration and proof, and that is the cheapest kind of day on any project.
4 official Odoo modules cover part of this market
Configuration and testing, not development. Anything on this list is install, configure and verify work that sits inside the tier price rather than beside it.
What you get without a build
Printed as checked. Where a requirement is met by something below, the work is proving it against your documents, not writing it.
- Jordanian chart of accounts, taxes, tax report and fiscal positions.
- JoFotara integration: compliant e-invoice generation, real-time submission for validation, and invoice status tracking inside Odoo.
- JoFotara credential and taxpayer-type configuration on the company record (Activity Number, Secret Key, Client ID; unregistered, registered standard, or registered special sales tax).
- Payroll: progressive income tax brackets with resident, non-resident, blind employee and dependant exemptions; employee and employer social security; housing and transport allowances; leave logic; overtime; end of service benefit.
- Payroll journal entries into the ledger through l10n_jo_hr_payroll_account.
Payroll starts from a localization rather than a blank page
A payroll localization module is in the list above, so the structure exists and the work is configuration, employee data quality and a parallel run. Bad master data, not missing code, is what slips a payroll go-live.

4 payment providers ship with Odoo
Configured before anyone buys anything. Starting from what already ships is the cheapest checkout you can have, and it keeps the number of things that break after an upgrade down.
3 carriers ship with Odoo
Rating, labels and tracking without a connector purchase or an API build. If your volume can move to one of these, that is a real saving on build and on support.
2 items have a community module
Install and test rather than build, then budget a little for keeping it current across upgrades. Cheaper than a build, and not free.
Checked Localization notes quoted on this page checked on 22 August 2026.
Prices on this page are indicative starting points for a scope, not an offer, and they do not include any third-party licence, connector or subscription you buy directly. Rules, formats and provider coverage change, so we confirm scope against the rules in force at build time before a fixed price is signed. See pricing and our Odoo localization service.
What gets underestimated on a budget for Jordan
Not the build. Almost never the build. In Jordan the lines that turn a good number into a bad one are the ones above: whichever of them is a build rather than configuration, plus your own team's hours on master data and sign-off. Those are cheap to plan and expensive to discover.
- 1 Your teamโs hours, not ours. The days we quote are ours. The days that decide the outcome are yours: cleaning master data, agreeing the chart of accounts, testing, and deciding. Name one person who can decide, and protect their calendar.
- 2 Data migration is an agreement problem. Opening balances, open invoices, stock counts and the item master. Pulling the data is the easy half. Agreeing which version of it is true takes longer, because the old system carries duplicates and wrong costs that nobody has owned for years.
The full list of what gets underestimated, and what we need to quote it — the same in every market, so it is written up once.
