Hire Odoo Developers in Kuwait
A dedicated developer is a capacity decision. It works when you have a backlog and someone to own it, and it fails when neither is true.
What changes the cost of hiring an Odoo developer in Kuwait
The delivery method is the same everywhere. What moves the number is what this market demands of the system, and how much of that Odoo already covers.
Kuwait has no e-invoicing mandate to clear today. That lowers the build cost now, and it makes the invoicing design worth getting right anyway, because every market on this list that has since mandated one gave businesses months rather than years to comply.
15 of the 19 payment options that matter in Kuwait are not shipped with Odoo, so they need a paid connector or a build. 4 ship in the box.
8 of the 11 couriers used in Kuwait have no Odoo connector. 3 do. Which ones you actually use changes the estimate more than the number of users does.
Odoo's Kuwait localization does not cover everything. The gaps are listed on the country page and each one is either a build or a bought module.
Statutory payroll in Kuwait has its own rules. Whether Odoo ships a payroll localization for this market decides if that is configuration or development.

Where Kuwait starts from
A developer working on a system in Kuwait inherits 4 native localization modules and needs to know which of the 5 remaining gaps is theirs to close.
Where we deliver in Kuwait
A developer works to your office hours wherever in Kuwait you are. That includes Kuwait City, Hawalli, Al Ahmadi, Farwaniya and Salmiya. Nothing about the engagement depends on sitting in the same city as you.
What hire odoo developer has to satisfy in Kuwait
The rules that decide how much of this is configuration and how much is a build. Everything below is from our Kuwait register, checked against a primary source.
Kuwait is one of two GCC states with nothing in force. Saudi Arabia, the UAE and Oman all have binding mandates or fixed dates, and Qatar has an approved draft law. Kuwait and Bahrain have neither.
- Nothing on the e-invoicing side. The obligations that do bite are the 5% contract retention and tax clearance certificate process, and the requirement to keep accounting records in Kuwait available for inspection.
- Watch item, not a deadline: Kuwait signed the GCC Unified VAT Agreement but has not enacted VAT. Across the GCC, e-invoicing has followed VAT rather than preceded it, so a Kuwaiti VAT law is the signal to watch.
- If a vendor quotes you a Kuwait e-invoicing deadline, ask them for the gazette reference. There is not one.
- Accounting IFRS as issued by the IASB is required, and not only for listed companies. The IFRS Foundation jurisdiction profile states IFRS is required for all listed companies, financial institutions and other companies falling under the Kuwait Commercial Companies Law. The basis is Ministerial Decree No. 18 of 1990, amended by Decree No. 101 of 2008. Dual reporting with a local GAAP is not permitted.
- Accounting Accounting records must be maintained in Kuwait and available for inspection. PwC notes records can be in English and may be held in a computerised system, which matters if you are deciding where to host the database and in what language to name accounts.
- Accounting The Kuwaiti dinar has three decimal places. Odoo core already ships KWD with rounding 0.001, so the currency itself is right out of the box, but product prices, unit prices, tax rounding and any price list or import mapping must be set to three decimals or you will book rounding differences on every line.
- Payroll Social insurance with the Public Institution for Social Security applies to Kuwaiti nationals only. Employer contribution is 11.5% of monthly salary up to a KWD 2,750 per month ceiling. Employee contribution is 8% up to the same KWD 2,750 ceiling, plus a further 2.5% up to a KWD 1,500 ceiling. The two employee ceilings are different, which is where payroll configurations usually go wrong.
- Payroll Employers with five or more employees, outside certain exempt industries, must pay salaries into employees' accounts with local financial institutions. This is the basis of Kuwait's wage protection reporting to the Public Authority for Manpower.
- Payroll Regulations introduced in 2025 require employers to submit and keep updated their records of employees' daily working hours through an electronic platform. If you are running attendance in Odoo, that data now has a statutory destination.
- Payroll End of service indemnity is a statutory entitlement under Private Sector Labour Law No. 6 of 2010, payable on termination in full without deducting employer social security contributions. The accrual rate differs between the first years of service and later years, so it needs a per-employee accrual, not a flat percentage.
- A Kuwait chart of accounts. The l10n_kw manifest describes itself as the base module to manage the accounting chart for Kuwait and lists exactly one activated feature: chart of accounts.
- l10n_kw auto-installs with the Accounting app when the company country is Kuwait, and pulls in l10n_gcc_invoice.
- l10n_gcc_invoice adds Arabic as a secondary language on invoices, credit notes, debit notes, vendor bills and refund bills.
- KWD ships in Odoo core with rounding 0.001, so the three-decimal currency is correct by default.
- Almost all of it. l10n_kw is a chart of accounts and nothing more. There is no Kuwait tax engine to configure because there is no VAT and no excise.
- The 5% contract retention and tax clearance certificate cycle. Holding 5% of each payment, tracking it per contract and releasing it against a certificate is an AP and AR process build with its own reporting.
- The four-instalment tax payment schedule on the 15th of the fourth, sixth, ninth and twelfth months after year end, plus the three-months-and-15-days return deadline.
- Three-decimal discipline beyond the currency record: product prices, unit prices, tax computation and rounding, and any import or price list mapping.
- DMTT reporting for in-scope multinational groups. Nothing in Odoo produces GloBE-ready data.

How we run the work
5 stages, the same in every market: Role definition, Selection and trial, Onboarding, Steady state, Review and exit. The method does not change by country, so it is written up once rather than repeated here.
The integrations this market usually needs
Badged by what it takes in Odoo. Anything not marked In Odoo is a paid connector or a build, and that is the part quotes usually miss.
Questions we get asked
- What is the difference between hiring a developer and buying a project?
- A project buys a defined outcome at a fixed price and carries the delivery risk on our side. A developer buys capacity, and the prioritisation and the risk stay with you. If the work has a clear end state, buy the project. If it is a long backlog that keeps changing, buy the seat.
- Can we interview the person first?
- Yes, and you should, including a technical conversation with your own developer if you have one. We also recommend a short paid trial on a real backlog item, because interviews test different skills from the job.
- Does Odoo have an official localization for Kuwait?
- Yes. Odoo ships 4 native items for Kuwait, covering the basics of the chart of accounts and statutory setup. 5 areas are still outside that localization and get built or bought separately.
- Is e-invoicing mandatory in Kuwait?
- Kuwait is one of two GCC states with nothing in force. Saudi Arabia, the UAE and Oman all have binding mandates or fixed dates, and Qatar has an approved draft law. Kuwait and Bahrain have neither. The Kuwait e-invoicing page carries the full detail and the sources.
- What VAT or sales tax does Odoo have to handle in Kuwait?
- Kuwait has no VAT. PwC's Kuwait summary, reviewed 22 July 2026, states the GCC framework agreement is under discussion in Parliament while the draft law is under preparation by the government. Nothing is enacted.
- Do you work with businesses in Kuwait City and other parts of Kuwait?
- Yes. Hiring an Odoo developer runs remotely by default, and being based in one city inside Kuwait does not change the plan or the price. Cities we cover for on-site visits: Kuwait City, Hawalli, Al Ahmadi, Farwaniya, Salmiya. We travel on-site for discovery workshops and go-live week when the engagement calls for it.
