Odoo Support and AMC in Kuwait
Support is worth paying for when it prevents the outage, not just when it answers the phone afterwards.
What changes the cost of Odoo support and maintenance in Kuwait
The delivery method is the same everywhere. What moves the number is what this market demands of the system, and how much of that Odoo already covers.
Kuwait has no e-invoicing mandate to clear today. That lowers the build cost now, and it makes the invoicing design worth getting right anyway, because every market on this list that has since mandated one gave businesses months rather than years to comply.
15 of the 19 payment options that matter in Kuwait are not shipped with Odoo, so they need a paid connector or a build. 4 ship in the box.
8 of the 11 couriers used in Kuwait have no Odoo connector. 3 do. Which ones you actually use changes the estimate more than the number of users does.
Odoo's Kuwait localization does not cover everything. The gaps are listed on the country page and each one is either a build or a bought module.
Statutory payroll in Kuwait has its own rules. Whether Odoo ships a payroll localization for this market decides if that is configuration or development.

What odoo support & maintenance has to satisfy in Kuwait
The rules that decide how much of this is configuration and how much is a build. Everything below is from our Kuwait register, checked against a primary source.
Kuwait is one of two GCC states with nothing in force. Saudi Arabia, the UAE and Oman all have binding mandates or fixed dates, and Qatar has an approved draft law. Kuwait and Bahrain have neither.
- Nothing on the e-invoicing side. The obligations that do bite are the 5% contract retention and tax clearance certificate process, and the requirement to keep accounting records in Kuwait available for inspection.
- Watch item, not a deadline: Kuwait signed the GCC Unified VAT Agreement but has not enacted VAT. Across the GCC, e-invoicing has followed VAT rather than preceded it, so a Kuwaiti VAT law is the signal to watch.
- If a vendor quotes you a Kuwait e-invoicing deadline, ask them for the gazette reference. There is not one.
- Tax Kuwait has no VAT. PwC's Kuwait summary, reviewed 22 July 2026, states the GCC framework agreement is under discussion in Parliament while the draft law is under preparation by the government. Nothing is enacted.
- Tax Kuwait has no excise tax. PwC states plainly: "There are no excise taxes in Kuwait." Proposals on tobacco, sweetened drinks and luxury goods have not been legislated.
- Tax Customs duty is the GCC common tariff at 5% on the CIF invoice price, with exceptions, and higher rates on tobacco.
- Tax Corporate income tax is a flat 15% and applies only to foreign corporate bodies carrying on business or trade in Kuwait. Companies wholly owned by Kuwaiti or other GCC nationals pay no corporate income tax.
- Tax Three separate profit-based levies sit on Kuwaiti shareholding companies: Zakat at 1% of net profits on all public and closed Kuwaiti shareholding companies, KFAS at 1% of net profits on Kuwaiti shareholding companies, and National Labour Support Tax at 2.5% of net annual profits on companies listed on the Kuwait Stock Exchange. Each has its own base, so they are three calculations, not one.
- Tax Kuwait imposes no withholding tax. Instead all public bodies and private entities must retain 5% of the contract, agreement or transaction value, or of each payment to any incorporated body, until a tax clearance certificate is produced. The final payment must be no less than 5% of the total contract value. This is a cash and AP process, not a tax code: your ERP has to hold, track and release retentions against certificates.
- Accounting IFRS as issued by the IASB is required, and not only for listed companies. The IFRS Foundation jurisdiction profile states IFRS is required for all listed companies, financial institutions and other companies falling under the Kuwait Commercial Companies Law. The basis is Ministerial Decree No. 18 of 1990, amended by Decree No. 101 of 2008. Dual reporting with a local GAAP is not permitted.
- A Kuwait chart of accounts. The l10n_kw manifest describes itself as the base module to manage the accounting chart for Kuwait and lists exactly one activated feature: chart of accounts.
- l10n_kw auto-installs with the Accounting app when the company country is Kuwait, and pulls in l10n_gcc_invoice.
- l10n_gcc_invoice adds Arabic as a secondary language on invoices, credit notes, debit notes, vendor bills and refund bills.
- KWD ships in Odoo core with rounding 0.001, so the three-decimal currency is correct by default.
- Almost all of it. l10n_kw is a chart of accounts and nothing more. There is no Kuwait tax engine to configure because there is no VAT and no excise.
- The 5% contract retention and tax clearance certificate cycle. Holding 5% of each payment, tracking it per contract and releasing it against a certificate is an AP and AR process build with its own reporting.
- The four-instalment tax payment schedule on the 15th of the fourth, sixth, ninth and twelfth months after year end, plus the three-months-and-15-days return deadline.
- Three-decimal discipline beyond the currency record: product prices, unit prices, tax computation and rounding, and any import or price list mapping.
- DMTT reporting for in-scope multinational groups. Nothing in Odoo produces GloBE-ready data.

How we run the work
5 stages, the same in every market: Onboarding and baseline, Monitoring and alerting, Ticket handling, Preventive maintenance, Reporting and review. The method does not change by country, so it is written up once rather than repeated here.
The integrations this market usually needs
Badged by what it takes in Odoo. Anything not marked In Odoo is a paid connector or a build, and that is the part quotes usually miss.
Questions we get asked
- What do the response tiers actually mean?
- They are the time to a human working the ticket, not the time to a fix. A two-hour tier means someone is on it within two hours of it being raised. Time to resolution depends on what broke, and we report both so the difference stays visible.
- Do you support Odoo instances you did not build?
- Yes, after an onboarding review. We need to see the custom modules, the integrations and the hosting before we commit to a response tier, because promising two hours on a system nobody has read is not a promise worth much.
- Does Odoo have an official localization for Kuwait?
- Yes. Odoo ships 4 native items for Kuwait, covering the basics of the chart of accounts and statutory setup. 5 areas are still outside that localization and get built or bought separately.
- Is e-invoicing mandatory in Kuwait?
- Kuwait is one of two GCC states with nothing in force. Saudi Arabia, the UAE and Oman all have binding mandates or fixed dates, and Qatar has an approved draft law. Kuwait and Bahrain have neither. The Kuwait e-invoicing page carries the full detail and the sources.
- What VAT or sales tax does Odoo have to handle in Kuwait?
- Kuwait has no VAT. PwC's Kuwait summary, reviewed 22 July 2026, states the GCC framework agreement is under discussion in Parliament while the draft law is under preparation by the government. Nothing is enacted.
- Do you work with businesses in Kuwait City and other parts of Kuwait?
- Yes. Odoo support and maintenance runs remotely by default, and being based in one city inside Kuwait does not change the plan or the price. Cities we cover for on-site visits: Kuwait City, Hawalli, Al Ahmadi, Farwaniya, Salmiya. We travel on-site for discovery workshops and go-live week when the engagement calls for it.
