Odoo Implementation Services in Australia
An Odoo implementation is a decision project with software attached. We run the decisions first, then build once.
What changes the cost of an Odoo implementation in Australia
The delivery method is the same everywhere. What moves the number is what this market demands of the system, and how much of that Odoo already covers.
Australia runs eInvoicing, on the Peppol network, using the PINT A-NZ Billing specification. That is configuration and testing work inside the build, not an afterthought, and it is the item most often left out of a quote.
14 of the 18 payment options that matter in Australia are not shipped with Odoo, so they need a paid connector or a build. 4 ship in the box.
10 of the 14 couriers used in Australia have no Odoo connector. 4 do. Which ones you actually use changes the estimate more than the number of users does.
Odoo's Australia localization does not cover everything. The gaps are listed on the country page and each one is either a build or a bought module.
Statutory payroll in Australia has its own rules. Whether Odoo ships a payroll localization for this market decides if that is configuration or development.

Where Australia starts from
Australia has 6 native Odoo localization items, so this implementation starts from a working chart of accounts and statutory basics rather than a blank one. 4 further items are not covered by Odoo and go into the build plan on day one.
Where we deliver in Australia
An implementation is scoped the same way whether the head office is in Sydney or Gold Coast: one discovery workshop, one rollout plan, delivered remotely with on-site time kept for go-live week. That covers Sydney, Melbourne, Brisbane, Perth, Adelaide and Gold Coast, and businesses anywhere in New South Wales, Victoria, Queensland, Western Australia and South Australia.
What odoo implementation has to satisfy in Australia
The rules that decide how much of this is configuration and how much is a build. Everything below is from our Australia register, checked against a primary source.
Australia uses Peppol post-audit exchange, not clearance: the invoice goes supplier access point to buyer access point and the ATO never sees it. There is no B2B mandate; the obligations sit on Commonwealth government buyers.
- Peppol four-corner model. You connect to an accredited access point, not to the ATO. There is no clearance step, no government invoice approval, no QR code and no fiscal seal.
- PINT A-NZ Billing is the format, replacing the earlier A-NZ Peppol BIS 3.0 profile. PINT A-NZ Billing Process v1.1.2 carries a release date of 21 November 2025.
- An invoice that meets the A-NZ Invoice Specification counts as a valid Australian tax invoice even without the words 'tax invoice' or 'GST invoice', provided all mandatory data fields are present.
- Compliance sits with the government entity, not the supplier. Suppliers are legally free to keep sending PDFs, although the ATO encourages agencies to make e-invoicing a contractual requirement.
- Non-corporate Commonwealth entities report progress quarterly to the Australian Peppol Authority.
- Tax GST is 10% on most goods, services and other items sold or consumed in Australia. The federal government levies it and distributes the revenue to the states.
- Tax GST registration is compulsory at AUD 75,000 GST turnover, AUD 150,000 for non-profits, and from the first dollar for taxi, limousine and ride-sourcing operators and for anyone claiming fuel tax credits. You have 21 days to register once you know you will cross the threshold.
- Tax GST and PAYG withholding are reported on the Business Activity Statement. BAS due dates can be quarterly, monthly or yearly depending on the taxpayer, and the ATO assigns the cycle.
- Tax Payroll tax is a state tax, not federal, so an Australian Odoo build has to carry per-state rates and thresholds. New South Wales is 5.45% with an AUD 1,200,000 annual exemption threshold; Victoria is 4.85% general and 1.2125% for regional employers with an AUD 1 million threshold from 1 July 2025.
- Tax PAYG instalments: all companies with turnover of AUD 20 million or more pay monthly, most others monthly or quarterly. Companies with annual tax below AUD 8,000 that are not GST-registered are outside the instalment system. Small and medium businesses may opt into monthly reporting and payment from 1 July 2027.
- Accounting Accounting standards are made by the Australian Accounting Standards Board, a government agency, under section 334 of the Corporations Act 2001.
- Accounting Disclosing entities, registered schemes and registrable superannuation entities lodge complete financial reports with ASIC within three months after financial year end. All other entities have four months. Lodgement uses Form 388 unless the entity lodges with ASX, NSX, Cboe Australia or SSX instead.
- Australian chart of accounts and GST tax configuration at 10% standard, with variants for different transaction types including TPAR-specific taxes (l10n_au).
- Business Activity Statement covering GST, PAYG withholding and deferred GST, plus the Taxable Payments Annual Report (l10n_au_reports).
- ABA credit transfer file generation for bulk bank payments, installed automatically with the base localisation, plus remittance advice.
- Odoo can generate Peppol XML for a partner on the network, but its documented Peppol formats are BIS Billing 3.0, XRechnung CIUS and NLCIUS. PINT A-NZ Billing, the format the Australian mandate uses, is not listed. Confirm the format before committing.
- Payroll: an Australian Employee salary structure installed with l10n_au_hr_payroll, with accounting entries via l10n_au_hr_payroll_account.
- STP and SuperStream compliance through l10n_au_hr_payroll_api, which submits via the SuperChoice API with ATO-approved security controls including MFA, session timeouts and audit logging. STP finalisation is a report in the Payroll app, run by a designated STP Responsible user, with the annual declaration due 14 July.
- Deferred GST. The localisation does not fetch the DGST balance automatically from the ATO, so the figure goes into the BAS by hand each period.
- Payday super, live since 1 July 2026. The Odoo 19 Australian documentation reviewed does not describe the seven business day fund receipt window or the qualifying earnings base, so confirm your version handles both before go-live rather than assuming it does.
- State payroll tax. Rates and thresholds differ per state and no Odoo payroll tax module is documented, so this is configuration or a build.
- Peppol sending. Confirm whether your Odoo deployment transmits through an accredited access point or only produces the XML for upload, because that decides whether you need an access point contract.

How we run the work
5 stages, the same in every market: Discovery and process mapping, Solution design and gap resolution, Configuration and prototype, Data migration and reconciliation, Training, UAT and cutover. The method does not change by country, so it is written up once rather than repeated here.
The integrations this market usually needs
Badged by what it takes in Odoo. Anything not marked In Odoo is a paid connector or a build, and that is the part quotes usually miss.
Questions we get asked
- How long does an Odoo implementation take?
- Single-module projects run three to four weeks. Multi-module rollouts run eight to twelve weeks. Multi-country and multi-company programmes run four to nine months with phased go-lives. The variable is almost never the configuration. It is how quickly decisions get made and how clean the legacy data is.
- Can we start with one module and add more later?
- Yes, and for most teams it is the better call. Starting narrow gets you a live system with real numbers in it, and the second phase is scoped by people who now know the software. The one thing to settle early is the chart of accounts, because changing it after the ledger has entries in it is painful.
- Does Odoo have an official localization for Australia?
- Yes. Odoo ships 6 native items for Australia, covering the basics of the chart of accounts and statutory setup. 4 areas are still outside that localization and get built or bought separately.
- Is e-invoicing mandatory in Australia?
- Australia uses Peppol post-audit exchange, not clearance: the invoice goes supplier access point to buyer access point and the ATO never sees it. There is no B2B mandate; the obligations sit on Commonwealth government buyers. The Australia e-invoicing page carries the full detail and the sources.
- What VAT or sales tax does Odoo have to handle in Australia?
- GST is 10% on most goods, services and other items sold or consumed in Australia. The federal government levies it and distributes the revenue to the states.
- Do you work with businesses in Sydney and other parts of Australia?
- Yes. An Odoo implementation runs remotely by default, and being based in one city inside Australia does not change the plan or the price. Cities we cover for on-site visits: Sydney, Melbourne, Brisbane, Perth, Adelaide, Gold Coast. Regions we cover: New South Wales, Victoria, Queensland, Western Australia, South Australia. We travel on-site for discovery workshops and go-live week when the engagement calls for it.
