Odoo Migration and Upgrade Services in India

An upgrade is a rehearsal problem. The first conversion is never the one you go live on.

What changes the cost of an Odoo migration or upgrade in India

The delivery method is the same everywhere. What moves the number is what this market demands of the system, and how much of that Odoo already covers.

E-invoicing

India runs GST e-invoicing (e-invoice under rule 48(4) of the CGST Rules), with the e-way bill as a separate mandate for movement of goods. That is configuration and testing work inside the build, not an afterthought, and it is the item most often left out of a quote.

Payments

8 of the 19 payment options that matter in India are not shipped with Odoo, so they need a paid connector or a build. 11 ship in the box.

Shipping

10 of the 14 couriers used in India have no Odoo connector. 4 do. Which ones you actually use changes the estimate more than the number of users does.

Gaps in the localization

Odoo's India localization does not cover everything. The gaps are listed on the country page and each one is either a build or a bought module.

Payroll

Statutory payroll in India has its own rules. Whether Odoo ships a payroll localization for this market decides if that is configuration or development.

Where India starts from

A migration in India carries 6 native localization modules forward. The 6 custom pieces on top of them is what actually needs re-testing, not the standard modules.

Where we deliver in India

A migration carries no city-specific risk of its own. What decides the work is the modules and the custom code already in place, and that is the same for a business in Mumbai as anywhere else in India. Maharashtra, Karnataka, Telangana, Tamil Nadu, Gujarat and West Bengal are covered on the same basis.

What odoo migration & upgrade has to satisfy in India

The rules that decide how much of this is configuration and how much is a build. Everything below is from our India register, checked against a primary source.

GST e-invoicing (e-invoice under rule 48(4) of the CGST Rules), with the e-way bill as a separate mandate for movement of goods · Goods and Services Tax Network and the Invoice Registration Portals, principally the NIC portal, under the Central Board of Indirect Taxes and Customs

Fully live and stable. The threshold has sat at INR 50 million aggregate annual turnover since 1 August 2023 and has not moved since.

  • Clearance model. The invoice JSON is sent to an Invoice Registration Portal, which validates it and returns an Invoice Reference Number and a digitally signed QR code. The document is not a valid tax invoice without them.
  • The IRN and the signed QR code must be carried on the invoice issued to the buyer.
  • Registration with an IRP and API credentials, normally obtained through a GST Suvidha Provider. Odoo's own integration uses BVM IT Consulting Services India as the GSP.
  • A separate e-way bill for movement of goods, generated against the NIC e-way bill portal, with its own document and validity rules.
  • A reporting window. Invoices, credit notes and debit notes older than 30 days are rejected by the IRP for larger taxpayers, so back-dated posting has to be blocked inside the ERP rather than discovered at submission.
  • Accounting Every company registered under the Companies Act 2013 must keep its books in accounting software that records an audit trail and edit log for every transaction, under rule 3(1) of the Companies (Accounts) Rules 2014, effective from 1 April 2023. It covers small companies, one person companies, dormant companies, Section 8 not-for-profits and foreign companies. LLPs, partnerships and proprietorships are outside it.
  • Accounting The audit trail must stay enabled and cannot be switched off. The statutory auditor reports on it under rule 11(g) of the Companies (Audit and Auditors) Rules 2014, covering whether the feature ran all year, whether it was tampered with, and whether the trail was preserved. Records are held eight years under section 128(5) of the Companies Act 2013.
  • Accounting Odoo's Indian localization carries GSTIN verification of partners, TDS and TCS threshold alerts with account suggestions, and the ability to fetch vendor e-invoices already filed on the GST portal. That covers most of the routine statutory bookkeeping load.
  • Tax GST is the indirect tax. Since 22 September 2025 the structure is essentially two slabs, 5% and 18%, with 18% as the standard rate. The 12% and 28% slabs were removed and a 40% demerit rate now applies to a defined list of luxury and sin supplies.
  • Tax The change was given effect by notifications 9/2025 to 17/2025 Central Tax (Rate) and the matching Integrated Tax (Rate) notifications, all dated 17 September 2025 and effective 22 September 2025. Compensation cess on motor vehicles and caffeinated beverages was reduced to nil at the same time.
  • Tax Filing runs on GSTR-1 for outward supplies and GSTR-3B to discharge the liability, with GSTR-2B as the input credit statement. Odoo's Indian accounting reports module produces GSTR-1, GSTR-2B and GSTR-3B.
  • Tax From 1 October 2025 any GST return whose due date is more than three years old is permanently barred from filing. It covers GSTR-1, GSTR-1A, GSTR-3B, GSTR-4 through GSTR-8 and GSTR-9/9C, under the Finance Act 2023 and notification 28/2023 Central Tax. Old open periods can no longer be cleaned up after go-live.
Odoo covers in India
  • Indian chart of accounts and the GST tax structure
  • GSTR-1, GSTR-2B and GSTR-3B reporting
  • E-invoicing against the NIC IRP: IRN and QR generation, submission, and cancellation handling
  • E-way bill generation against the NIC portal from sales and purchase documents, and from receipts and delivery orders in Inventory
  • GSTIN verification of business partners
  • TDS and TCS threshold alerts with account suggestions
Needs a build here
  • GSP credentials and commercials. The e-invoicing and e-way bill integrations run through a GST Suvidha Provider, currently BVM IT Consulting Services India, so credential setup and the GSP relationship are a project task, not a config switch.
  • The 30-day IRN reporting bar. Odoo will let you post a back-dated invoice that the IRP then refuses. Add the control, or you find out at submission.
  • Annual returns. The localization documents GSTR-1, GSTR-2B and GSTR-3B. GSTR-9 and GSTR-9C are not among them.
  • High-volume GSTR-2B matching and reconciliation against the Invoice Management System. Workable in Odoo at small scale, usually an add-on or an external tool above that.
  • The rule 11(g) audit trail position. Odoo logs changes, but what the statutory auditor will accept as evidence of an always-on, untampered trail has to be agreed and demonstrated before go-live. This is the question Indian finance directors ask first.

How we run the work

Questions we get asked

Can you upgrade us from an old Odoo version?
Yes. The migration service covers the database, the custom modules, attachments and historical transactions, with a test environment for sign-off before cutover. Older versions take longer because more standard behaviour changed on the way, and because third-party modules are less likely to have a successor.
Will we lose data?
No. Conversions run on copies, the original is untouched until cutover, and a full pre-conversion backup is the rollback point. What does happen is that data which was already inconsistent becomes visible, because conversion is stricter than daily use.
Does Odoo have an official localization for India?
Yes. Odoo ships 6 native items for India, covering the basics of the chart of accounts and statutory setup. 6 areas are still outside that localization and get built or bought separately.
Is e-invoicing mandatory in India?
Fully live and stable. The threshold has sat at INR 50 million aggregate annual turnover since 1 August 2023 and has not moved since. The India e-invoicing page carries the full detail and the sources.
What VAT or sales tax does Odoo have to handle in India?
GST is the indirect tax. Since 22 September 2025 the structure is essentially two slabs, 5% and 18%, with 18% as the standard rate. The 12% and 28% slabs were removed and a 40% demerit rate now applies to a defined list of luxury and sin supplies.
Do you work with businesses in Mumbai and other parts of India?
Yes. An Odoo migration or upgrade runs remotely by default, and being based in one city inside India does not change the plan or the price. Cities we cover for on-site visits: Mumbai, Delhi, Bangalore, Hyderabad, Chennai, Pune, Ahmedabad, Kolkata. Regions we cover: Maharashtra, Karnataka, Telangana, Tamil Nadu, Gujarat, West Bengal. We travel on-site for discovery workshops and go-live week when the engagement calls for it.
